Social and Environmental Responsibility (TJSL) is an obligation for
State-Owned Enterprises (BUMN) to support sustainable development and improve
community welfare. PT Sinergi Gula Nusantara Glenmore Sugar Factory Unit has
implemented various TJSL programs in the fields of social, education, health,
and environment. However, the implementation of these programs still faces
several challenges, such as uneven program distribution, limited dissemination
of information to the community, and suboptimal community involvement in
program implementation. These conditions indicate that the strategic management
of TJSL has not been fully optimal in improving community welfare.
This study aims to analyze the strategic management of TJSL in improving
community welfare at PT Sinergi Gula Nusantara Glenmore Sugar Factory Unit.
This study uses a descriptive qualitative approach with data collection
techniques through interviews, observation, and documentation. Data analysis
uses strategic management theory proposed by Fred R. David and Forest R. David
(2020), which includes strategy formulation, strategy implementation, and
strategy evaluation.
The results show that the TJSL strategy formulation has been prepared
based on company policies and community needs; however, community involvement
in planning is still limited. Strategy implementation has been carried out
through various social and environmental programs, but there are still
obstacles in program distribution, communication, and community assistance.
Strategy evaluation has been conducted through monitoring and activity reports,
but it has not been fully carried out in a structured manner to measure the
impact of programs on improving community welfare. Therefore, strengthening
TJSL strategic management is necessary to ensure that program implementation
becomes more effective, well-directed, and sustainable in improving community
welfare.
