ANALISIS KEMACETAN LALU LINTAS DI RUAS JALAN GARUDA PASAR BETRO KECAMATAN SEDATI KABUPATEN SIDOARJO

ANALYSIS OF TRAFFIC CONGESTION ON THE GARUDA ROAD, BETRO MARKET, SEDATI DISTRICT, SIDOARJO REGENCY

Hasil observasi di lapangan menunjukkan bahwa Jalan Garuda di Kecamatan Sedati merupakan jalur yang ramai dan padat karena berfungsi sebagai akses utama menuju Pasar Betro. Penelitian ini bertujuan untuk menganalisis 1) kemacetan lalu lintas pada ruas jalan Garuda dari segi volume lalu lintas, kecepatan arus bebas, kapasitas jalan, derajat kejenuhan dan tingkat pelayanan jalan. 2) Faktor penyebab dari kemacetan lalu lintas pada ruas jalan Garuda.

Metode penelitian ini adalah deskriptif kuantitatif. Lokasi penelitian di jalan Garuda Kecamatan Sedati Kabupaten Sidoarjo dipilih karena jalur yang ramai dan padat. Populasi yang diteliti adalah ruas jalan Garuda, Desa Betro, Kecamatan Sedati Kabupaten Sidoarjo. Pengambilan titik sampel dari penelitian ini berdasarkan pada kondisi dekat persimpangan lalu lintas yang berada pada koordinat - 7.385863,112.761220 (sebelah utara) dan -7.391703,112.760073 (sebelah selatam). Pengumpulan data observasi untuk mengetahui kondisi lapangan dan dokumentasi untuk mendapatkan data volume lalu lintas dari empat titik lokasi penelitian. Analisis data yang digunakan adalah deskriptif.

Hasil penelitian menunjukkan bahwa 1) Volume lalu lintas harian (LHR) di Jalan Garuda sangat tinggi, khususnya pada akhir pekan, dengan sepeda motor sebagai moda dominan. Lokasi paling padat mencatat LHR hingga 21.690 smp/hari. Kecepatan kendaraan menurun rata-rata hanya 19–24 km/jam. Jalan ini memiliki tingkat kejenuhan sangat tinggi (DS = 1,81) dan tingkat pelayanan (LOS) kategori F, menandakan kondisi kemacetan parah dan sistemik, terutama saat jam sibuk. 2) Faktor-faktor penyebab kemacetan lalu lintas di Jalan Garuda disebabkan oleh kombinasi faktor fisik, sosial, dan tata ruang. Aktivitas Pasar Betro, penggunaan trotoar oleh PKL, dan parkir liar. Infrastruktur jalan yang sempit, rusak, dan drainase buruk memperburuk arus lalu lintas. Minimnya pengaturan lalu lintas dan fungsi strategis jalan sebagai penghubung ke Bandara Juanda dan kawasan wisata turut menambah beban jalan secara signifikan.

Field observations show that Garuda Road in Sedati Subdistrict is a busy and congested route because it serves as the main access to Betro Market. This study aims to analyze 1) traffic congestion on the Garuda road section in terms of traffic volume, free flow speed, road capacity, degree of saturation and road service level. 2) The causal factors of traffic congestion on the Garuda road section.

This research method is quantitative descriptive. The research location on Garuda Street, Sedati District, Sidoarjo Regency, was chosen because it is a busy and congested road. The population studied was the section of Garuda Street, Betro Village, Sedati District, Sidoarjo Regency. The sampling method used in this study was The sampling points for this study were based on the conditions near the traffic intersection located at coordinates -7.385863,112.761220 (north) and -7.391703,112.760073 (south). Data collection was conducted to assess field conditions and document traffic volume data from four research locations. The data analysis method used was descriptive.

The results showed that 1) The daily traffic volume (LHR) on Jalan Garudais very high, especially on weekends, with motorcycles as the dominant mode. The most congested location recorded an LHR of up to 21,690 smp/day. Vehicle speeds drop dramatically due to side barriers, averaging only 19-24 km/h. The road has a very high saturation level (DS = 1.81) and level of service (LOS) category F, indicating severe and systemic congestion conditions, especially during peak hours. 2) Factors causing traffic congestion on Jalan Garuda are caused by a combination of physical, social, and spatial factors. Betro Market activities, sidewalk use by street vendors, illegal parking, and side obstacles such as sudden vehicle stops and indiscriminate road crossings exacerbate conditions. Narrow, damaged road infrastructure and poor drainage worsen traffic flow. The lack of traffic regulation and the strategic function of the road as a link to Juanda Airport and the tourist area also add significantly to the road load.limited capacity.
