Implementation of workload analysis is a very important part of the distribution of officers to certain positions or positions. The purpose of this research is to describe the implementation of workload analysis through E-PRIME application in the field of the KPPN and Internal compliance Supervision (SKKI) in particular the Internal compliance section of the East Java Province (Kanwil DJPb) and its constraints Encountered at the time of its execution.
This research uses descriptive method research with a qualitative approach. Research focus in accordance with regulation of the Minister of Finance of Republic of Indonesia number 175 year 2016 about the implementation guidelines of the workload analysis (Workload analysis) in the Ministry of Finance environment consisting of five phases, namely, data collection Workloads, workload data processing, analysis of workload data processing results, the preparation of ABK reports, and the determination and use of the results of the workload data analysis. The data collection techniques in this study use three methods: observation, interviews, and documentation. Furthermore, for qualitative data analysis techniques in this study using 4 (four) phases include data collection, data reduction, data presentation, as well as data verification or conclusion withdrawal.
The results of this study illustrate that: 1) implementation of workload analysis through E-PRIME applications in the first stage is the collection of data on the workload consist of processes, inputting tasks and functions, inputting product A and product B, mapping, Input data on Form A and Form B, the employee bezzeting on Form C, as well as checking the results on the report, as for the constraints faced at the stage of workload data collection is the competence of the administrator who is not an expert officer in field, facilities and infrastructure in the form of computer devices that are not in good condition, as well as the transformation of data that is constrained by the server down. The second step is the processing of workload data that results in the number of workloads, employee needs, unit/job efficiency levels, and the unit/job effectiveness level, the calculations are done automatically by the system that Shortage of employees on Internal Compliance section, the obstacles faced are computer devices that often have decreased functionality when used which is a difficulty in accessing reports and downloading the necessary files. The other three stages are performed by the Central Finance ministry.
Suggestions that can be given to the KPPN and Internal compliance supervision fields are conducting an evaluation of the sharing of tasks in the Internal Compliance section, especially on non-auth workloads, updates to computer devices used Especially that has ample storage space and a reliable processor, as well as improvements to the E-PRIME application system that often multipres the server down using technical support.
