PERAN SEKRETARIAT DPRD DALAM ASISTENSI PELAPORAN LAPORAN HARTA KEKAYAAN PEJABAT NEGARA (LHKPN) DI DPRD KABUPATEN PONOROGO

THE ROLE OF THE DPRD SECRETARIAT IN ASSISTING THE REPORTING OF STATE OFFICIALS' WEALTH REPORTS (LHKPN) AT THE DPRD PONOROGO

Pelaksanaan Laporan Harta Kekayaan Pejabat Negara (LHKPN) di DPRD Kabupaten Ponorogo tidak dapat terlepas dari peran Sekretariat DPRD selaku Unit Pengelolaan (UPL). UPL merupakan satuan tugas yang menjadi mitra kerja KPK dalam melakukan pengelolaan LHKPN di lingkungan instansi. Keterlibatan UPL dalam pelaporan LHKPN di DPRD Ponorogo diharapkan mampu meminimalisir kendala selama proses pelaporan dan dapat mendorong kepatuhan LHKPN. Tujuan dari penelitian ini yaitu untuk mengetahui peran Sekretariat DPRD dalam asistensi pelaporan LHKPN di DPRD Kabupaten Ponorogo. Peran Sekretariat DPRD dalam asistensi pelaporan LHKPN di DPRD Ponorogo dianalisis menggunakan tiga indikator yaitu fasilitator, katalisator, dan regulator. Jenis penelitian ini yaitu deskriptif dengan pendekatan kualitatif. Adapun pengumpulan data dilakukan menggunakan teknik observasi, wawancara dan dokumentasi. Data yang sudah terkumpul lalu dianalisis dengan melakukan reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian ditemukan bahwa; 1)peran fasilitator dilakukan melalui pemenuhan sarana dan prasarana, asistensi pelaporan LHKPN, dan mediasi; 2)peran katalisator dilakukan melalui upaya monitoring, pengedaran surat pemberitahuan, pelaksanaan administrasi persuratan,  serta koordinasi dan kerjasama; dan 3)peran regulator belum dilaksanakan oleh UPL. Adapun saran yang dapat diberikan untuk perbaikan kedepan yaitu dengan meningkatan kapasitas melalui sosialisasi/pelatihan/bimbingan teknis, meningkatan upaya komunikasi formal kepada DPRD, dan merumuskan regulasi tingkat instansi yang sesuai dengan petunjuk KPK.

               The implementation of the State Officials' Wealth Report (LHKPN) at the DPRD Ponorogo cannot be separated from the role of the DPRD Secretariat as the Management Unit (UPL). UPL is an unit that partners with the KPK in managing LHKPN within the agency. The involvement of UPL in LHKPN reporting at DPRD Ponorogo is expected to minimize obstacles during the reporting process and to encourage LHKPN compliance. The purpose of this study is to determine the role of the DPRD Secretariat in assisting LHKPN reporting at the DPRD Ponorogo. The role of the DPRD Secretariat in assisting LHKPN reporting at the DPRD Ponorogo was analyzed using three indicators, namely facilitator, catalyst, and regulator. This type of research is descriptive with a qualitative approach. The data collection was carried out using observation, interview and documentation techniques. The data that has been collected is then analyzed by reducing data, presenting data, and drawing conclusions and verification. The results of the study found that; 1) the role of facilitator is carried out through the fulfillment of facilities and infrastructure, assistance in LHKPN reporting, and mediation; 2) the role of catalyst is carried out through monitoring efforts, circulation of notification letters, implementation of correspondence administration, and coordination and cooperation; and 3) the role of regulator has not been implemented by UPL. The suggestions that can be given for future improvements are to increase capacity through socialization/training/technical guidance, increase formal communication efforts to DPRD, and formulate agency-level regulations in accordance with KPK guidelines.
