THE EFFECT OF COMMUNICATION, DISPOSITION, AND BUREAUCRATIC STRUCTURE ON THE IMPLEMENTATION OF THE POLICY OF DIRECT DISTRIBUTION OF TEACHERS' PROFESSIONAL ALLOWANCE FUNDS TO TEACHERS' ACCOUNTS IN MOJOKERTO REGENCY

         Penelitian ini bertujuan untuk menguji pengaruh komunikasi, disposisi, dan struktur birokrasi terhadap implementasi kebijakan penyaluran langsung dana tunjangan profesi guru ke rekening guru di Kabupaten Mojokerto. Metode survei kuantitatif digunakan dalam penelitian ini, dengan kuesioner yang disebarkan kepada 362 guru Aparatur Sipil Negara (ASN) penerima Tunjangan Profesi Guru di Kabupaten Mojokerto. Variabel independen dalam penelitian ini adalah komunikasi (X1), disposisi (X2), dan struktur birokrasi (X3), sedangkan variabel dependennya adalah Implementasi Kebijakan Penyaluran Langsung Dana Tunjangan Profesi Guru ke Rekening Guru (Y). Analisis data dilakukan menggunakan regresi linear berganda dengan bantuan perangkat lunak SPSS 27, yang mencakup uji prasyarat (normalitas, linearitas, multikolinearitas) serta pengujian hipotesis (uji-t, uji-F, dan R²).

       Hasil penelitian menunjukkan bahwa seluruh variabel independen berpengaruh positif dan signifikan terhadap implementasi kebijakan penyaluran langsung dana tunjangan profesi guru: komunikasi (t = 7.576; sig. 0.000), disposisi (t = 8.714; sig. 0.000), dan struktur birokrasi (t = 7.667; sig. 0.000). The F-test (F = 33.225 > F-table = 3.09) mengonfirmasi adanya pengaruh simultan yang signifikan. Persamaan regresi yang dihasilkan adalah:  Y=29.037+0.176X₁​+0.348X₂​+0.347X₃​.

    Temuan ini menunjukkan bahwa komunikasi, disposisi, dan struktur birokrasi merupakan faktor-faktor penting untuk meningkatkan implementasi kebijakan penyaluran langsung dana tunjangan profesi guru di Kabupaten Mojokerto. Peningkatan pada ketiga aspek tersebut dapat membantu mengoptimalkan efektivitas kebijakan.

This study aims to examine the influence of communication, disposition, and bureaucratic structure on the implementation of the policy direct distribution of teachers' professional allowance funds to teachers' accounts in Mojokerto regency. A quantitative survey method was used, with questionnaires distributed to 362 civil servants (ASN) Teachers' Professional Allowance in Mojokerto regency. The independent variables were communication (X₁​), disposition (X₂​), and bureaucratic structure (X₃​), while the dependent variable was Implementation of The Policy Direct Distribution of Teachers' Professional Allowance Funds to Teachers' Accounts (Y). Data analysis was conducted using multiple linear regression with SPSS 27, including prerequisite tests (normality, linearity, multicollinearity) and hypothesis testing (t-test, F-test, and R²).

The results showed that all independent variables had a positive and significant effect on the implementation of the policy direct distribution of teachers' professional allowance funds: communication (t = 7.576; sig. 0.000), disposition (t = 8.714; sig. 0.000), and bureaucratic structure (t = 7.667; sig. 0.000). The F-test (F = 33.225 > F-table = 3.09) confirmed a significant simultaneous influence. The regression equation was: Y=29.037+0.176X₁​+0.348X₂​+0.347X₃​.

The findings suggest that communication, disposition, and bureaucratic structure are essential factors for enhancing the implementation of the policy for the direct distribution of teachers' professional allowance funds in Mojokerto regency. Improving these three aspects can help optimize the policy's effectiveness.
