This study aims to examine
the influence of communication, disposition, and bureaucratic structure on the
implementation of the policy direct distribution of teachers' professional
allowance funds to teachers' accounts in Mojokerto regency. A quantitative
survey method was used, with questionnaires distributed to 362 civil servants
(ASN) Teachers' Professional Allowance in Mojokerto regency. The independent
variables were communication (X1 ), disposition (X2 ), and bureaucratic structure (X3 ), while the dependent variable was
Implementation of The Policy Direct Distribution of Teachers' Professional
Allowance Funds to Teachers' Accounts (Y). Data analysis was conducted using
multiple linear regression with SPSS 27, including prerequisite tests
(normality, linearity, multicollinearity) and hypothesis testing (t-test,
F-test, and R²).
The results showed that all
independent variables had a positive and significant effect on the
implementation of the policy direct distribution of teachers' professional
allowance funds: communication (t = 7.576; sig. 0.000), disposition (t = 8.714;
sig. 0.000), and bureaucratic structure (t = 7.667; sig. 0.000). The F-test (F
= 33.225 > F-table = 3.09) confirmed a significant simultaneous influence.
The regression equation was: Y=29.037+0.176X1 +0.348X2 +0.347X3 .
The findings suggest that
communication, disposition, and bureaucratic structure are essential factors
for enhancing the implementation of the policy for the direct distribution of
teachers' professional allowance funds in Mojokerto regency. Improving these
three aspects can help optimize the policy's effectiveness.
