This study
aims to describe the effectiveness of the revitalization of the Pahlawan Street
Center (PSC) area in Madiun City in improving the economic activities of micro,
small, and medium enterprises (MSMEs). The revitalization of PSC represents a
local government initiative to reorganize business areas and public spaces while
promoting local economic empowerment through the provision of business
facilities and MSME development programs. This research employed a descriptive
qualitative approach and was conducted in the PSC area of Madiun City.
Informants were selected through purposive sampling and consisted of
representatives from the Madiun City Office of Manpower, Cooperatives, and
Micro Enterprises (DISNAKER–KUM), MSME managers and entrepreneurs, as well as
visitors to the PSC area. The findings indicate that the revitalization of PSC
has improved the physical quality of the area and business facilities, leading
to an increase in visitor numbers. However, MSMEs’ understanding of the
program’s economic and social objectives remains uneven. Although the targeting
of beneficiaries was considered appropriate, non-physical interventions,
including mentoring, digital marketing, and the development of shopping-visit
patterns, have not yet reached all MSMEs optimally. Physical restructuring was
implemented on schedule, whereas non-physical assistance has not been carried
out consistently. While achievements in physical outputs are evident, outcomes
and impacts—such as enhanced MSME capacity, stable shopping-visit patterns, and
the strengthening of PSC’s image as an MSME hub—have not yet reached optimal
levels. Overall, the revitalization of PSC has not fully stimulated local
economic activity because improvements in production, marketing, and
consumption remain uneven. Therefore, although the revitalization of PSC has
strengthened the physical foundation of the area, more structured and sustained
non-physical interventions are still required to ensure that economic and
social objectives can be achieved optimally.
