Tujuan penelitian ini adalah untuk mendeskripsikan opini mahasiswa beasiswa Generasi Emas (GEMAS) pemerintah Kota Surabaya. Teori yang digunakan dalam penelitian ini yaitu teori situasional atau kotingensi (path-Goal). Metode yang digunakan dalam penelitian ini yaitu kuantitatif deskriptif. Lokasi penelitian di Kota Surabaya dengan delapan kampus dari UPN, PPNS, PENS, UINSA, UNESA, ITS, UNAIR dan POLTEKKES. Data dikumpulkan mengunakan angket tertutup melalui goggle from yang dibagikan kepada 105 responden yang tersebar di delapan kampus. Data di analisis menggunakan persentase, selanjutnya dicocokkan dengan kriteria opini (kuat, lemah). Hasil yang diperoleh dari penelitian bahwa mahasiswa GEMAS menujukkan kriteria pemimpin mencakup lima indikator yaitu dengan perolehan opini terkuat yang pertama pada indikator cara mengenal karakteristik warga dengan skor 96,76, kedua memiliki kemampuan dalam pengambilan keputusan dengan skor 96,14, ketiga cara menyelesaikan masalah yang terjadi pada warga dengan skor 92,3, keempat cara berkomunikasi dengan warga dengan perolehan skor 80,97, lalu yang kelima perolehan terendah pada indikator perilaku dalam mengontrol warga dengan skor 73,25. Berdasarkan analisis data dapat disimpulkan bahwa Opini mahasiswa Beasiswa Generasi Emas GEMAS Pemerintah Kota Surabaya terhadap Kriteria Calon pemimpin pengganti Tri Rismaharini sebagai Walikota Surabaya adalah kuat. Berdasarkan teori kontingensi menujukkan kriteria pemimpin yang diharapkan oleh mahasiswa GEMAS pemimpin dengan gaya kepemimpinan sesuai dengan situasi dan karakter masyarakat yang dihadapinya diantaranya gaya kepemimpinan pendukung, pengarah, pemberani dalam menghadapi ancaman, tidak korupsi dan bijaksana.

The purpose of this study is to describe the opinion of the students of the Golden Generation scholarship (GEMAS) of the city of Surabaya. The theory used in this study is the situational theory or pathing (Goal). The method used in this study is quantitative descriptive. Research sites in Surabaya City with eight campuses from UPN, PPNS, PENS, UINSA, UNESA, ITS, UNAIR and POLTEKKES. Data was collected using a closed questionnaire through Goggle from which was distributed to 105 respondents spread across eight campuses. Data were analyzed using percentages, then matched with opinion criteria (strong, weak). The results obtained from the study that GEMAS students show the criteria for leaders include five indicators, namely the acquisition of the strongest opinion first on the indicator of how to recognize the characteristics of citizens with a score of 96.76, the second has the ability to make decisions with a score of 96.14, the third way to solve problems that occurred in citizens with a score of 92.3, the fourth way of communicating with residents with the acquisition of a score of 80.97, then the fifth lowest acquisition of behavioral indicators in controlling citizens with a score of 73.25. Based on the analysis of the data it can be concluded that the opinion of the GEMAS Gold Generation Scholarship students of the Surabaya City Government on the Criteria for Candidate as a replacement for Tri Rismaharini as the Mayor of Surabaya is strong. Based on contingency theory, it shows the criteria of leaders expected by GEMAS students as leaders with leadership style in accordance with the situation and character of the society they face, including supporting, directing, courageous leadership styles in facing threats, not corruption and wise.
