Pendidikan berperan penting dalam meningkatkan kualitas sumber daya manusia dan pemerataan pembangunan, terutama di wilayah 3T seperti Papua. Pemerintah melalui Beasiswa ADik bertujuan memperluas akses kuliah bagi mahasiswa berpotensi namun terkendala ekonomi. UNESA menjadi salah satu penerima mahasiswa ADik Papua sebagai upaya pemerataan pendidikan. Namun, program ini masih menghadapi kendala seperti minimnya sosialisasi, hambatan administratif, dan adaptasi sosial-budaya. Penelitian ini mengkaji efektivitas implementasi beasiswa ADik di UNESA dan kontribusinya terhadap pemerataan akses pendidikan tinggi. Penelitian ini bertujuan untuk mendeskripsikan implementasi pemerataan akses pendidikan tinggi melalui program beasiswa ADik tentang penerima beasiswa ADik Papua di UNESA. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Selanjutnya analisis data menggunakan teknik pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini menggunakan teori implementasi dari Van Meter dan Van Horn meliputi standar dan sasaran kebijakan, sumber daya, karakteristik agen pelaksana, disposisi pelaksana, komunikasi antar organisasi serta kondisi ekonomi, sosial dan politik. Hasil penelitian menunjukkan bahwasannya Program Beasiswa Afirmasi Pendidikan Tinggi (ADik) di UNESA telah efektif mendukung pembiayaan pendidikan mahasiswa asal Papua dari daerah 3T. Namun masih menghadapi kendala pada sosialisasi, pendampingan, dan koordinasi terhadap keberagaman budaya. Penguatan sumber daya manusia, sistem komunikasi, dan pendekatan inklusif diperlukan untuk mewujudkan pemerataan akses pendidikan tinggi yang berkelanjutan.

Education plays an important role in improving the quality of human resources and promoting equitable development, especially in 3T (underdeveloped, frontier, and outermost) regions such as Papua. Through the ADik Scholarship, the government aims to expand access to higher education for students with potential but limited economic means. UNESA is one of the universities that admits ADik Papua students as part of efforts to achieve educational equity. However, the program still faces challenges such as limited outreach, administrative barriers, and socio-cultural adaptation issues. This study examines the effectiveness of the ADik Scholarship implementation at UNESA and its contribution to equitable access to higher education. It aims to describe the implementation of equitable access to higher education through the ADik Scholarship program for ADik Papua recipients at UNESA. The research employs a descriptive method with a qualitative approach. Data collection techniques include observation, interviews, and documentation. Data analysis was conducted through data collection, data reduction, data presentation, and conclusion drawing. This study applies Van Meter and Van Horn’s implementation theory, which includes policy standards and objectives, resources, characteristics of implementing agencies, implementer disposition, inter-organizational communication, and economic, social, and political conditions. The results indicate that the ADik Scholarship Program at UNESA has effectively supported the educational financing of students from Papua in 3T regions. However, it still faces challenges in outreach, mentoring, and coordination regarding cultural diversity. Strengthening human resources, communication systems, and inclusive approaches is needed to achieve sustainable equitable access to higher education.
