KAJIAN PENYEDIAAN AKSESIBILITAS TROTOAR UNTUK PENYANDANG TUNA NETRA DI KOTA SURABAYA

STUDY OF THE PROVISION OF TROTOAR ACCESSIBILITY FOR NETWORK DISABLED PERSONS IN SURABAYA CITY

Abstrak: Tujuan dari penelitian ini adalah untuk mengetahui kondisi aksesibilitas trotoar di Surabaya untuk memenuhi standar yang ditetapkan pemerintah, kebutuhan aksesibilitas penyandang tuna netra yang telah tersedia cukup memenuhi kebutuhan tuna netra serta strategi perbaikan agar kebutuhan tuna netra dapat terpenuhi. Metode pengumpulan data yang digunakan adalah metode literatur dan metode kepustakaan, dan juga metode analisis data sekunder. Literatur dan kepustakaan dilakukan seperti mencerna sejumlah bacaan dan jurnal yang berkaitan keadaan yang bakal dicari untuk rekomendasi. Analisis data sekunder (ADS) menggunakan data sekunder yang banyak disediakan di instansi atau lembaga-lembaga milik pemerintah atau swasta. Hal yang perlu diperhatikan dalam menggunakan data sekunder adalah pada masalah reliabilitas dan validasi data yang akan dipergunakan. Tipe penelitian ini tidak menghubungkan dengan manusia sebagai objek penelitian. ADS memiliki resiko kegagalan yang sangat minim atau lebih aman dilakukan. Teknik analisis data dalam penelitian ini melalui tiga tahapan, yaitu : (1) tahapan persiapan, (2) tahapan pelaksanaan, dan (3) tahapan penyelesaian. Hasil penelitian menunjukan untuk kajian penyediaan aksesibilitas trotoar untuk penyandang tuna netra di Kota Surabaya: (1) Aksesibilitas trotoar belum memenuhi standar yang ditetapkan pemerintah seperti belum adanya jalur pemandu, jalur peringatan, perbedaan warna pada jalur lainnya, jalur bermotif, rambu huruf timbul atau huruf braille, sinyal suara, informasi lewat getaran, tombol dan stop kontak, (2) Menurut 8 orang responden, aksesibilitas penyandang tuna netra tersedia belum cukup memenuhi kebutuhan untuk penyandang tuna netra, dan (3) Strategi perbaikan agar kebutuhan tuna netra dapat terpenuhi dengan cara pemasangan jalur pemandu, pemasangan rambu, pemasangan sistem alarm/peringatan, pemasangan tombol dan stop kontak.

Abstract : The purpose of this research is to see the condition of sidewalk accessibility in Surabaya to meet the standards set by the government, the accessibility needs of blind persons that are available sufficient to meet the needs of the blind and improvement strategies so that the needs of the blind can be met. The data method used is literature method and literature method, as well as secondary data analysis method. Literature and literature are carried out such as digesting a number of readings and journals related to the situation being sought for recommendations. Secondary data analysis (ADS) uses secondary data provided in government-owned or private agencies or institutions. Things that need to be considered in using secondary data is the reliability and validity of the data that will be used. This type of research is not connected with humans as the object of research. ADS which has a very minimal risk of failure or is safer to do. The data analysis technique in this research was carried out through three stages, namely: (1) the preparation stage, (2) the stage of the stages, and (3) the completion stage. The results showed that for the study of providing sidewalk accessibility for blind people in the city of Surabaya: (1) there were no sidewalks that did not meet the standards set by the government such as the absence of warning lanes, color differences on other lanes, patterned lanes, signage or braille letters, signals. sound, information through vibrations, buttons and sockets, (2) According to 8 respondents, the available accessibility of blind people is not sufficient to meet the needs of blind people, and (3) improvement strategies so that the needs of the blind can be met by installing pathways poles, installing signs, installing alarm/warning systems, installing buttons and sockets.
