Transformasi kebijakan pada Pendidikan Tinggi Indonesia, fokusnya pada perubahan persyaratan penyelesaian tugas akhir untuk mahasiswa program sarjana. Sebelumnya, skripsi merupakan kewajiban untuk gelar sarjana, namun Kebijakan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi Republik Indonesia Nomor 53 Tahun 2023 telah mengubahnya. Kebijakan tersebut memicu berbagai pendapat yang pro dan kontra di Masyarakat, karena tidak lagi memperintahkan skripsi sebagai tugas akhir, melainkan memperbolehkan alternatif seperti prototipe atau proyek. Respons masyarakat terhadap perubahan ini tercermin dalam unggahan di media sosial, khususnya platform Twitter (yang saat ini disebut X), yang merupakan wadah populer untuk berbagi pendapat. Tujuan dari penelitian ini yaitu melakukan analisis sentimen pada opini publik terhadap kebijakan baru skripsi pada media sosial twitter menggunakan metode naïve bayes. Dataset yang digunakan adalah hasil crawling pada media sosial twitter dengan memasukan keyword yang berhubungan dengan kebijakan baru skripsi. Dataset berjumlah 470 tweets dengan label positif berjumlah 135 data, label negatif berjumlah 191 data, dan label netral berjumlah 144 data. Dapat disimpulkan bahwa Masyarakat cenderung beropini negatif yang artinya kurang setuju dengan adanya kebijakan baru skripsi. Berdasarkan pengujian yang dilakukan dengan metode naïve bayes dengan porsi perbandingan data latih dan data uji yang berbeda yaitu dengan rasio 90%:10% dan 80%:20%, dari pembagian rasio tersebut sama sama memiliki akurasi terbaik sebesar 76%. Perbedaan dari pembagian rasio tersebut hanya pada precission yang memiliki nilai lebih tinggi pada rasio 90:10 yaitu 77%.

The policy transformation in Indonesian Higher Education, focusing on changes in the requirements for completing final assignments for undergraduate students. Previously, writing a thesis was mandatory for obtaining a bachelor's degree, but Minister of Education, Culture, Research, and Technology of the Republic of Indonesia Regulation Number 53 of 2023 has altered this. The policy has sparked various opinions, both for and against, in society, because it no longer mandates a thesis as the final assignment but allows alternatives such as prototypes or projects. Public response to this change is reflected in posts on social media, particularly on the Twitter platform (now referred to as X), which is a popular forum for expressing opinions. The purpose of this research is to conduct sentiment analysis of public opinions on the new thesis policy on Twitter using the Naïve Bayes method. The dataset used was obtained through crawling on Twitter by inputting keywords related to the new thesis policy. The dataset consisted of 470 tweets with 134 labeled as positive, 191 as negative, and 145 as neutral. It can be concluded that the public tends to have a negative opinion, which means they are generally not in favor of the new thesis policy. Based on the tests conducted using the Naïve Bayes method with different proportions of training data and testing data, namely 90%:10% and 80%:20%, both ratio splits achieved the same best accuracy of 76%. The difference between these ratio splits lies only in the precision, which is higher at the 90:10 ratio, reaching 77%.
