providing a service to the community, of course, it must be in accordance with
existing procedures, in providing services must be in accordance with what is
needed by the community or consumers and must provide good service or service.

Directorate General of Highways of the Indonesian National Highway VIII
Implementation Center, this is intended so that the billboards installed do not
endanger other people, so that the installation or establishment must be
accompanied by the relevant government permit. In its service there are several
problems related to the cover letter from the region (national road) that will
be used to establish billboards, community or agency ignorance regarding
national road sections.
The type
of research used is descriptive using qualitative. The theory used to analyze
in this study is the A4 concept according to Daryanto (2014: 117), namely AttitudeAttitude
(), Attention (attention), Action (action), Anticipation (anticipation).
Data collection techniques carried out through observation, interviews and
documentation. Interviews were carried out on the road utilization management
representatives, service administration officers and the community or agencies
that conducted the establishment of billboards.
The
results of the study prove that the services provided by the administrative
service personnel of the Directorate General of Highways of the National Center
for Implementation of the National Road VIII Surabaya are good. Attitude given
by officers to the public regarding polite and courteous attitudes is good, and
officers give re-explanations and are fair. Factors of attention (attention)
given by officers to the community can be said to be good, evidenced by
providing an explanation to consumers when they do not understand the required
documents and waiting for consumers to complete the requirements that are
lacking. In thefactor action (action) is quite good, the process in the
licensing given by the officer is good, the accuracy of the target officer in
explaining to the consumer is also appropriate, but regarding the timeliness of
the arrival of officers is lacking in discipline, and the savings and safety provided
by the officer have also been applied. Anticipation (anticipation) is
shown by giving a solution when a problem occurs. Based on the research, there
have been suggestions regarding the excellent service of space licensing owned
by national roads to establish billboards, namely, to impose sanctions on
officers who are not disciplined regarding the exact time of arrival, the
certainty of schedules regarding licensing decisions.
