Kualitas sumber daya menusia menjadi modal utama dalam kemajuan bangsa. Upaya meningkatkan kualitas sumber daya manusia salah satunya melalui bidang pendidikan. Pelaksanaan pendidikan yang diselenggarakan oleh lembaga sekolah harus dapat mengembangkan potensi dan karakter siswa, karena sesuai dengan fungsi pendidikan Nasional bangsa Indonesia. Potensi dan karakter siswa dapat ditumbuhkembangkan melalui aktivitas sehari-hari yang dilakukan di lingkungan sekolah. Pembiasaan perilaku dapat menciptakan budaya sekolah yang nantinya bisa membentuk karakter siswa yang mampu menghadapi tantangan perkembangan zaman. Penelitian ini berjudul strategi implementasi budaya integritas, profesionalisme, entrepreneurship (IPE) sebagai wahana pengembangan karakter siswa di SD Citra Berkat Surabaya, menggunakan pendekatan kualitatif dan rancangan penelitian studi kasus. Proses pengambilan data dalam penelitian menggunakan teknik wawancara, observasi, dan studi dokumentasi.
Hasil penelitian menunjukkan bahwa sekolah memiliki strategi untuk mengimplementasikan budaya integritas, profesionalisme, entrepreneurship (IPE) di SD Citra Berkat Surabaya dengan memberikan training kepada guru mengenai budaya kerja yang diterapkan di sekolah, memiliki program self development chellenge bagi siswa untuk membiasakan diri berperilaku baik kepada siapapun dan dimanapun, menyelenggarakan parent meeting dan three way conference dengan orang tua untuk menyampaikan informasi mengenai program-program sekolah dan menentukan target self development chellenge yang ingin dicapi oleh siswa. Faktor kunci keberhasilan diterapkannya budaya integritas, profesionalisme, entrepreneurship (IPE) di SD Citra Berkat Surabaya yang mampu membentuk karakter siswa ialah dengan adanya konsistensi menjalankan setiap saat, adanya kerjasama dan sinergitas antara semua elemen, serta menjalin hubungan komunikasi yang baik dengan orang tua siswa.

The quality of human resources becomes the main capital in the progress of the nation. One of the efforts to improve the quality of human resources is through education. The implementation of education held by school institutions must be able to develop the potential and character of students, because it is suitable with the national education function in Indonesia. The potential and character of students can be develop by daily activities that carried out in the school environment. The habit behavior can create a school culture that can be the character of students who are able to face the challenges of the times. This study is entitled strategy implementation of integrity culture, professionalism, entrepreneurship (ipe) as a facilitator devolepment of student character in SD Citra Berkat Surabaya, uses a qualitative approach and case study research design. The process of collecting data in research using interview techniques, observation, and study documentation.
The results of the research indicate that the school has a strategy to implement of integrity culture, professionalism, entrepreneurship (IPE) at Citra Berkat Surabaya Elementary School by providing training to the teachers about work culture that is applied at school, The School have a self-development challange program for students to familiarize themselves in behaving well to anyone and wherever they are. The school holds a parent meeting and they have three way conferences with parents to convey information about school programs and also to determine the target of self-development challange that students want to achieve. The key factor for the successful implementation of integrity culture, professionalism, entrepreneurship (IPE) at SD Citra Berkat Surabaya that is able to create a student character with the consistency of running at all times, the existence of cooperation and synergy between all elements, and establish good communication relationships with parents of students.
