Penelitian pengembangan ini memiliki beberapa tujuan diantaranya untuk mengetahui: (1) Pengembangan buku ajar guru berbasis pendekatan saintifik; (2) Mengetahui kelayakan buku ajar guru berbasis pendekatan saintifik pada mata pelajaran humas dan keprotokolan yang dikembangkan; (3) Mengetahui respon guru terhadap buku ajar guru yang dikembangkan. Sehingga, dengan adanya buku ajar guru yang dikembangkan guru akan lebih mudah melakukan pembelajaran di kelas dan dilengkapi adanya langkah-langkah pembelajaran, RPP, materi dan penugasan kepada peserta didik.
Model pengembangan yang digunakan dalam penelitian tersebut ialah model pengembangan dari Thiagarajan yakni 4-D yang meliputi tahap define, design, develop, dan desiminate. Dalam penelitian tersebut tahap desiminate tidak dilakukan karena tahap penyebaran dilakukan setelah uji coba dilakukan.
Penelitian ini dilakukan pada 15 guru OTKP di SMKKN 2 Blitar. Instrument yang digunakan ialah lembar validasi ahli materi, ahli Bahasa, ahli kegrafikan dan lembar angket respon guru dengan menggunakan Teknik analisis data hasil presentase kelayakan buku ajar berdasarkan teori Riduwan (2016).
Hasil pengembangan buku ajar guru berbasis pendekatan saintifik pada mata pelajaran humas dan keprotokolan semester genap kelas XI Di SMKN 2 Blitar menunjukkan hasil validasi kelayakan ahli materi sebesar 75,83%, kelayakan ahli Bahasa sebesar 78,46%, dan kelayakan ahli kegrafikan sebesar 86,67%. Total keseluruhan kelayakan buku ajar guru sebesar 80,32% dengan kriteria interpretasi layak digunakan. Uji coba yang dilakukan pada guru menunjukkan hasil sebesar 89,06% dengan kriteria interpretasi sangat layak. Sehingga dapat disimpulkan bahwa pengembangan buku ajar guru berbasis pendekatan saintifik pada mata pelajaran humas dan keprotokolan semester genap kelas XI OTKP Di SMKN 2 Blitar dinyatakan layak digunakan sebagai bahan ajar. Saran untuk peneliti selanjutnya dapat mengembangkan buku ajar guru lebih baik dan dapat menyesuaikan dengan kebutuhan yang ada.

This development research has several objectives including to find out: (1) Development of teacher textbooks based on a scientific approach; (2) Knowing the feasibility of teacher textbooks based on a scientific approach to the public relations and protocol subjects developed; (3) Knowing the teacher's response to the teacher's textbook developed. So, with the teacher's textbook developed by the teacher it will be easier to do learning in class and equipped with the steps of learning, lesson plans, materials and assignments to students. The development model used in the research is the development model of Thiagarajan which is 4-D which includes the define, design, develop, and desiminate stages. In the study the desiminate stage was not carried out because the deployment stage was carried out after the trial was carriedout. This research was conducted on 15 OTKP teachers in SMK 2 Blitar. The instrument used was the validation sheet of material experts, linguists, graphic experts and teacher questionnaire responses using data analysis techniques based on the percentage of the feasibility of textbooks based on Riduwan's theory (2016). The results of the development of teacher textbooks based on a scientific approach to the public relations and protocols of the even semester XI grade at SMKN 2 Blitar showed the results of the validation of the material expert worth 75.83%, the feasibility of the language expert at 78.46%, and the eligibility of the graphic expert at 86, 67%. The total overall eligibility of teacher's textbooks amounted to 80.32% with the interpretation criteria appropriate to use. Experiments carried out on teachers showed results of 89.06% with very decent interpretation criteria. So it can be concluded that the development of teacher textbooks based on a scientific approach to public relations and protocol even semester XI OTKP classes at SMKN 2 Blitar declared feasible to be used as teaching materials.
