Penelitian ini bertujuan untuk mengetahui (1) proses pengembangan media pembelajaran berbasis permainan bingo pada Kompetensi Dasar Memahami Administrasi Kepegawaian Kelas XI OTKP 1 di SMKN 2 Buduran Sidoarjo, (2) kelayakan media pembelajaran berbasis permainan bingo pada Kompetensi Dasar Memahami Administrasi Kepegawaian Kelas XI OTKP 1 di SMKN 2 Buduran Sidoarjo yang telah dikembangkan, (3) respon peserta didik terhadap media pembelajaran berbasis permainan bingo pada Kompetensi Dasar Memahami Administrasi Kepegawaian Kelas XI OTKP 1 di SMKN 2 Buduran Sidoarjo yang telah dikembangkan.
Metode yang digunakan pada penelitian ini yaitu penelitian dan pengembangan atau Research and Devolepment (R&D). Model pengembangan yang digunakan ialah model 4D oleh Thiagarajan yang terdiri dari empat tahapan yaitu tahap pendefinisian (define), perancangan (design), pengembangan (develop), dan penyebaran (disseminate). Penelitian ini dilakukan uji coba terbatas dengan responden sebanyak 20 peserta didik Kelas XI OTKP 1 di SMKN 2 Buduran Sidoarjo.
Hasil penelitian menunjukkan pengembangan media pembelajaran berbasis permainan bingo disesuaikan dengan silabus SMKN 2 Buduran Sidoarjo dan dibuat sesuai dengan pendekatan scientific pada kurikulum 2013. Kelayakan media pembelajaran berbasis permainan bingo ditentukan dari hasil validasi para ahli yaitu ahli materi sebanyak 90% dengan kriteria interpretasi “sangat kuat” dan ahli media sebanyak 85,56% dengan kriteria interpretasi “sangat kuat”. Dari hasil validasi ahli materi dan ahli media dihitung rata-rata persentasenya sebanyak 87,78% dengan kriteria interpretasi “sangat kuat”. Hasil respon peserta didik melalui uji coba terbatas memperoleh persentase sebanyak 95,16% dengan kriteria interpretasi “sangat kuat”. Sehingga dapat disimpulkan bahwa media pembelajaran berbasis permainan bingo sangat layak dan sangat baik digunakan sebagai media pembelajaran pendukung pada Kompetensi Dasar Memahami Administrasi Kepegawaian Kelas XI OTKP 1 di SMKN 2 Buduran Sidoarjo.

This research aims to determine (1) the process of developing bingo games-based learning media in Basic Competence in Understanding Personnel Administration Class XI OTKP 1 at SMKN 2 Buduran Sidoarjo, (2) the feasibility of bingo games-based learning media in Basic Competence Understanding Personnel Administration Class XI OTKP 1 at SMKN 2 Buduran Sidoarjo that has been developed, (3) students' responses to the bingo games-based learning media in Basic Competence in Understanding Personnel Administration Class XI OTKP 1 at SMKN 2 Buduran Sidoarjo that have been developed.
The method used in this research is Research and Development (R&D). The development model used in this research is 4D model by Thiagarajan which consists of four stages including define, design, development, and disseminate. This research was conducted a limited trial with 20 students Class XI OTKP 1 at SMKN 2 Buduran Sidoarjo.
The results showed that the development of bingo games-based learning media was adjusted to the syllabus of SMKN 2 Buduran Sidoarjo and was made according to the scientific approach in the 2013 curriculum. The feasibility of bingo games-based learning media was determined from the results of the validation of experts namely 90% material expert with interpretation criteria “very strong” and 85.56% of media experts with interpretation criteria “very strong”. From the results of the validation of the material experts and media experts the average percentage was 87.78% with the criteria of interpretation being “very strong”. The results of the responses of students through limited trials obtained a percentage of 95.16% with the interpretation criteria “very strong”. So it can be concluded that the learning media based on bingo games is very feasible and very well used as supporting learning media on Basic Competence in Understanding Personnel Administration Class XI OTKP 1 at SMKN 2 Buduran Sidoarjo.
