Implementation of Wira Wiri Suroboyo Program at the Surabaya City Department of Transportation
Masyarakat Kota Surabaya memiliki kecenderungan menggunakan kendaraan pribadi dalam beraktivitas sehingga penggunaan transportasi publik menjadi rendah. Pemerintah kota Surabaya melalui Dinas Perhubungan berupaya memberikan fasilitas transportasi publik melalui Program Wira Wiri Suroboyo. Wira Wiri Suroboyo merupakan angkutan pengumpan bagi transportasi massal seperti Suroboyo Bus dan Trans Semanggi Suroboyo. Dalam implementasi program terdapat beberapa kendala diantaranya keterbatasan sumber daya, tidak ada pengawasan dari perencana program terhadap implementor, kurangnya pengetahuan masyarakat mengenai program ini dan kondisi sosial yang kurang mendukung. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Impelemntasi Program Wira Wiri Suroboyo di Dinas Perhubungan Kota Surabaya. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian ini menggunakan Model Implementasi menurut Van Meter dan Van Horn dengan variabel penelitian, ukuran dan tujuan kebijakan, sumber daya , komunikasi antar organisasi, karakteristik agen pelaksana, disposisi pelaksana dan kondisi sosial, ekonomi dan politik. Hasil penelitian menunjukan bahwa Impelemntasi Program Wira Wiri Suroboyo di Dinas Perhubungan Kota Surabaya dipengaruhi oleh tujuan kebijakan yang ditafsirkan dengan baik oleh pelaksana program. Komunikasi antar organisasi yang dilakukan Dinas Perhubungan dengan pihak terkait cukup lancar. Karakteristik agen pelaksana yang terus memperbaiaki pelaksanaan program untuk memberikan pelayanan yang terbaik bagi masyarakat. Disposisi pelaksana atau sikap pelaksana yang terbuka dan menerima program memberikan kemudahan dalam implementasi. Kondisi politik yang mendukung karena program. Akan tetapi dalam pelaksanaannya masih terdapat beberapa kekurangan seperti keterbatasan sumber daya yaitu anggaran yang menyebabkan sulitnya menambah kendaraan dan perekrutan staf. Kondisi sosial masyarakat yang gemar menggunakan kendaraan pribadi dibandingkan transportasi publik. Dari beberapa kekurangan tersebut saran yang dapat diberikan peneliti diantaranya, melengkapi informasi rute transportasi umum seperti Trans Semanggi Suroboyo di Aplikasi Gobis, mengupayakan penyediaan sumber daya yang cukup dan saran yang terakhir yaitu mendorong masyarakat menggunakan transportasi publik khususnya angkutan feeder Wira Wiri Suroboyo ini.
The people of Surabaya City have a tendency to use private vehicles in their activities so that the use of public transportation is low. The Surabaya city government through the Department of Transportation is trying to provide public transportation facilities through the Wira Wiri Suroboyo Program. Wira Wiri Suroboyo is a feeder for mass transportation such as the Suroboyo Bus and Trans Semanggi Suroboyo. In program implementation there are several obstacles including limited resources, no supervision from program planners to implementers, lack of public knowledge about this program and unfavorable social conditions. This study aims to describe and analyze the implementation of the Wira Wiri Suroboyo Program at the Surabaya City Department of Transportation. This research uses descriptive research with a qualitative approach. The focus of this study uses the Implementation Model according to Van Meter and Van Horn with research variables, size and policy objectives, resources, inter-organizational communication, characteristics of implementing agents, executor dispositions and social, economic and political conditions. The results showed that the implementation of the Wira Wiri Suroboyo Program at the Surabaya City Department of Transportation was quite well influenced by policy objectives that were well interpreted by program implementers. Inter-organizational communication by the Department of Transportation and related parties is quite smooth. Characteristics of implementing agents who continue to improve program implementation to provide the best service for the community. The executor's disposition or the attitude of the executor who is open and accepting of the program makes it easy to implement. Supportive political conditions because this program comes from Eri Cahyadi's suggestion as Mayor of Surabaya. However, in practice there are still some deficiencies such as limited resources, namely the budget which makes it difficult to add vehicles and recruit staff. The social condition of people who prefer to use private vehicles compared to public transportation causes low public interest in participating in this program. From some of these deficiencies researchers can provide suggestions including completing information on public transportation routes such as Trans Semanggi Suroboyo in the Gobis Application, seeking to provide sufficient resources by utilizing support from the government and the last suggestion is to encourage people to use public transportation and to use the Wira Wiri Suroboyo feeder transport.
