This research aims to describe and analyze the
implementation of the 'Sekolah Berbudaya Indonesia' (Character-Building School)
Program, identify its challenges and opportunities, and evaluate its impact on
fostering 4C-based competencies (Critical Thinking, Creativity, Communication,
Collaboration) in elementary school students. This research employs a
qualitative approach with a multi-site study design conducted at SDN 05 Madiun
Lor and SDN 01 Winongo, Madiun City. Data collection was carried out through
participatory observation, in-depth interviews with school principals,
teachers, students, and the school community, as well as document analysis. The
data analysis technique refers to an interactive model, and data validity was
tested through various techniques, including triangulation and member checking.
The research findings indicate that the program's implementation, encompassing
planning, execution, and evaluation, is structured and integrated through
intracurricular learning, co-curricular activities such as P5 (Project
Penguatan Profil Pelajar Pancasila - Project to Strengthen the Pancasila
Student Profile), and positive habituation that has become the school culture.
High student engagement in the program was observed, leading to significant
positive behavioral changes both at school and at home, as confirmed by
teachers and parents. Students' 4C competencies also showed significant
qualitative and quantitative development. Nevertheless, the implementation
faces obstacles such as the challenge of paradigm shifts, limited resources,
and the complexity of evaluation. However, the program is strongly supported by
factors such as institutional commitment, supportive leadership, close
collaboration among teachers, a positive school culture, and parental
participation. In conclusion, the 'Sekolah Berbudi' Program is effective in
fostering students' character and 4C competencies in an integrated manner,
creating a holistic educational ecosystem, although it requires the management
of challenges and potential for sustainable development.
