Public services is based eletronik service which give
satisfaction people to fulfill their needs, but also of providing services to employees
the aim of enhancing the quality of performance and meet the need of state
civil apparatus one of them is SIJEMPOL application. The Soko District Office is one of the sub-districts that has
implemented an e-government system through the SIJEMPOL application which was
launched by BKPSDM (Human Resources and Human Resources Development Agency) in
Tuban Regency in 2018. The benefit of the SIJEMPOL application is to monitor
the attendance of employees through fingerprints automatically connected to the
application, so a report shows the total attendance of employees every month.
The purpose of this study is to describe staffing services through the
application of SIJEMPOL in Soko District, Tuban Regency.
This type of research is descriptive research using a qualitative
approach. The focus used in research is regarding the theory of principles of
public service according to Sinambela et al (in Kurniawan, 2016: 18) which includes transparency,
accountability, conditionality, participatory, equality of rights, and balance
of rights and duties. Technique used the data collection interview,
observation and documentation.This study using a technique data analysis
covering data collection, reduction data, presentation of data and withdrawals
conclusion.
The research results from the application of the SIJEMPOL application
related to the principle of transparency showed that the services provided are
open and guaranteed spared from the act of illegal payments, because between users and management
without having to face to face. The principle of accountability shows that
procedure to provide services already was misinformed to the appropriate
legal basis and is still valid. The
condition that inhibits the service of sijempol which is the internet
network that often have a problem with the team it managers. A participatory basis in the use of
this application is still there are the employees do not want to follow the
procedures already set in of obtaining a license and like to put time so that
any misunderstanding between and employees concerned admin. The principle of equality of rights in
services provided through this application is intended for all parties in the
civil service in the scope of Tuban Regency without discriminating against
employees so that they are guaranteed to be discriminated against. The
principle of balance of rights and obligations has been fulfilled, the right of
employees to obtain services, but in the processing of licenses there are still
employees who like to delay time and check the total attendance of Soko
sub-district employees who still delegate to administrators of the regional
apparatus organizations because they are lazy and still lack their knowledge
about IT.
Advice for employees who is a
procrastinator time in population entreaty license that the management be more
assertive to give time limit with short maybe , if it is still exceeding the
limit time can be worn sanction by not given a letter a dispensation led
reduction to allowance .Related to the lack of human resources of the management
did not yet have control it in improving tissue that it still becomes problem
should be overcome by to find third party to help the program , at least one
person handle 2 to 3 a unit of work.
