Penelitian pengembangan ini bertujuan untuk menghasilkan instrumen penilaian berbasis Asesmen Kompetensi Minimum level 4 konsep Tata Surya yang valid dan reliabel serta deskripsi profil kompetensi peserta didik kelas 8 SMP dan yang sederajat tentang literasi membaca berkonten informasi dengan konteks teks saintifik bertema ilmu Tata Surya. Pelaksanaan penelitian ini terdiri dari 14 tahap yaitu: (1) Penyusunan desai; (2) Analisis framework literasi membaca; (3) Penyusunan stimulus; (4) Penulisan soal; (5) Penelaahan butir soal; (6) Perakitan soal; (7) Digitalisasi soal; (8) Uji coba; (9) Penskoran dan Penilaian; (10) Analisis reliabilitas; (11) Evaluasi dan revisi; (12) Implemetasi. Uji coba terbatas dilakukan terhadap 15 responden SMPN 5 Surabaya. Analisis data tes untuk mengetahui validitas berdasarkan penilaian 3 (tiga) validator yang terdiri dari dosen FMIPA UNESA yang kompeten sesuai bidangnya, sedangkan reliabitas tes menggunakan perhitungan sesuai dengan persamaan Cronbach’s Alpha. Tes berfotmat digital atau e-learning menggunakan perangkat lunak atau aplikasi learning management System (lms) moodle. Penilaian dan penskoran tes yang selanjutnya disebut data yang akan dijadikan dasar untuk mendiskripsikan profil kompetensi literasi siswa sesuai dengan pedoman Desain pengembangan soal AKM yang diterbitkan oleh Pusat Asesmen dan Pembelajaran Kementerian Pendidikan dan Ristek Indonesia. Hasil penelitian ini menunjukkan bahwa: (1) Instrumen penilaian yang dikembangkan berkatagori valid dan reliabel; (2) Berdasarkan rata – rata nilai AKM level 4 konsep Tata Surya kriteria kompetensi tertinggi peserta didik adalah cukup dengan persentasi jumlah siswa 31% dan kurang dengan persentasi jumlah siswa 66,2%; (3) Sehingga profil kompetensi literasi membaca konten teks informasi dan konteks teks Tata Surya dominan berada pada level 2 yaitu setara dengan siswa kelas 3 – 4 SD dan sebagian kecil menempati level 3 yaitu setara dengan kemampuan siswa kelas 5 – 6 SD. Artinya komptensinya hanya pada tingkatan mnemukan informasi dan subkompetensi: mengakses dan mencari informasi dalam teks; mencari dan memilih informasi yang relevan. Kompetensi tertinggi mereka adalah memahami, subkompetensi: memahami teks secara literal; menjelaskan ide pokok dan beberapa ide pendukung pada teks informasi.

This development research aims to produce a valid and reliable AKM level 4th Solar System concept test package also to obtain a description of the competency profile of 8th grade junior high school students about literacy on reading information texts of Solar System concep. The implementation of this research consists of 14 stages, namely: (1) Preparation of the design; (2) Analysis of reading literacy framework; (3) Stimulus preparation; (4) Writing questions; (5) Review of the questions; (6) Assembling questions; (7) Digitization of questions; (8) Trial; (9) Scoring and Assessment; (10) reliability analysis; (11) Evaluation and revision; (12) Implementation. Limited trials were conducted on 15 respondents at SMPN 5 Surabaya. Analysis of test data to determine validity is based on the assessment of 3 (three) professional validators who are UNESA FMIPA lecturers, while the reliability of the test uses calculations according to the Cronbach's Alpha equation. Tests in digital format or e-learning using Moodle's Learning Management System (Ims) software or applications. The assessment and scoring of the test, hereinafter referred to as data, will be used as the basis for describing the student literacy competency profile in accordance on the design guidelines for the development of AKM questions that published by the Center for Assessment and Learning of the Ministry of Education and Research and Technology of Indonesia. The results of this study indicate that: (1) The assessment instrument developed is categorized as valid and reliable; (2) Based on the average AKM level 4th concept of the Solar System, the highest competency criteria for students are sufficient with a percentage of 31% of students and less with a percentage of 66.2% of students; (3) So that the literacy competency profile in reading information text content and the context of the Solar System text is dominant at level 2nd, which is equivalent to grade 3rd - 4th elementary school students and a small portion occupies level 3rd which is equivalent to the ability of grade 5th - 6th elementary school students. This means that their competence is only at the level of finding information and sub-competencies: accessing and searching for information in the text; search and select relevant information. Their highest competence is understanding, subcompetence: comprehending text literally; explain the main idea and some supporting ideas in the information text.
