MANAJEMEN SARANA DAN PRASARANA SEKOLAH INKLUSI DI SEKOLAH DASAR NEGERI GAYUNGAN II/423 SURABAYA

Tujuan penulisan dilakukan adalah untuk mengetahui, menganalisis dan medeskripsikan bagaimana perencanaan manajemen sarana dan prasarana Sekolah Inklusi di SD Negeri Gayungan II Surabaya, mengetahui bagaimana implementasi manajemen sarana dan prasarana Sekolah Inklusi di SD Negeri Gayungan II Surabaya, dan untuk mengetahui bagaimana evaluasi manajemen sarana dan prasarana di Sekolah Inklusi SD Negeri Gayungan II Surabaya. Rancangan penelitian menggunakan metode studi kasus. Pengumpulan data menggunakan wawancara semi struktur, observasi langsung dan studi dokumentasi. Teknik analisis data melalui reduksi data, penyajian data, mendeskripsikan dan memverifikasi data. Uji keabsahan data yang digunakan yaitu validitas konstruk, validitas internal, validitas eksternal serta keandalan. Hasil penelitian yang diperoleh ialah 1) Perencanaan sarana dan prasarana sekolah inklusi di SD Negeri Gayungan II Surabaya dilaksanakan dengan kaidah kaidah manajemen dan peraturan perundang – undangan yang ada. Perumusan rencana melibatkan pemangku kepentingan internal maupun eksternal yang membuat perencanaan komprehensif untuk mencapai manajemen sarana dan prasarana sekolah inklusi yang efektif dan efisien.2) Implementasi sarana dan prasarana SD Negeri Gayungan II Surabaya dalam melaksanakan pembagian tugas, tanggungjawab sesuai dengan kapasitas yang dimiliki sumberdaya manusia yang sesuai, dana pengadaan dan pemeliharaan sarana dan prasarana berasal dari dana BOS, BOPDA serta sumbangan komite. Namun pada inventarisasi sarana dan prasarana di SDN Gayungan II Surabaya tidak melaksanakan pengkodean atau kodifikasi pada masing – masing sarana dan prasarana. Penghapusan sarana dan prasarana belum pernah dilaksanakan di SD Negeri Gayungan Implementasi sarana dan prasarana SD Negeri Gayungan II Surabaya dapat dikatakan telah diselenggarakan sesuai dengan perencanaan pada awal tahun anggaran, akan tetapi kurang berjalan secara efektif dan efisien. 3) Evaluasi manajemen sarana dan prasarana yang dilaksanakan SD Negeri Gayungan II melibatkan pihak internal maupun ekstrenal yang dilaksanakan secara berkala yakni 4 bulan sekali. Evaluasi yang dilaksanakan belum diterapkan sebagai perbaikan dalam perencanaan manajemen sarana dan praasarana di sekolah tahun sebelumnya karena informasi perencanaan dihimpun dari kebutuhan koordinator standar nasional pendidikan.

Find out, analyze and describe how planning, implementation dan evaluating inclusive school facilities and infrastucture in public elementary school Gayungan II/423 Surabaya is the purpose of this study. Research design used is study case. Data collection techniques are using semi-structure interview, direct observation and document studies. Steps in data analysis: First, data condentation. Second, the data display. Third, conclusions are taken and verification. Test for validity used is construct validity, internal validity, external validity and reliability. The results of this studies show that. First, planning of inclusion schools in public elementary school Gayungan II/423 Surabaya is carried out with management rules and laws and regulations. The formulation of the plan involves internal and external stakeholders who make the planning comprehensive to disburse the effective and efficient management of inclusion school facilities and infrastucture. Second, implementation of facilities and infrastucture in public elementary school Gayungan II/423 Surabaya in carriying out the devision of tasks, responsibilities according to the appropriate capacity of human resource, funds fo the procurement and maintenence of facilities and infrastucture come from BOS, BOPDA adn commite contributions. However, the inventory of facilities and infrastucture did not carry out coding or codification of each. The abolition of facilities and infrastucture has never been carried out in Gayungan II elementery school. The implementation of facilities and infrastucture can be said to heve been carried out ini accordance with the planning at the beginning of the fiscal year, but it is not running effectively and efficiently. Third, evaluation of the management facilities and infrastructure carried out by Gayungan II/423 Surabaya elementary public school involves internal and external parties which is carried out regulary, namely once every four months. The evaluation carried out had not been implemented as an improvement in the planning of facilities and infrastructure management in schools the previous year because the planning information was gethered from needs of the coordinator of the national education standard.
