UKPBJ sebagai unit kerja di Pemerintah Daerah yang menjadi pusat keunggulan Pengadaan Barang/Jasa memiliki tugas untuk melakukan monitoring dan evaluasi terhadap pelaksanaan pengadaan barang/jasa. Hasil monitoring terhadap pelaksanaan e-purchasing dari tahun 2022, 2023, hingga Juni 2024 adalah 9%, 15%, dan 8%. Sedangkan hasil monitoring terhadap realisasi PDN dari tahun 2022, 2023, hingga Juni 2024 adalah 51%, 56% dan 27%. Hasil monitoring tersebut masih belum memenuhi aturan yang berlaku dimana nilai e-purchasing minimal 30% dari belanja pengadaan dan penggunaan produk dalam negeri masih dibawah 60%. Penelitian ini bertujuan mengetahui factor -faktor yang mempengaruhi kinerja pelaku pengadaan dalam melaksanakan vi proses pengadaan barang dan jasa serta menganalisa strategi yang tepat untuk meningkatkan kinerja pelaku pengadaan sehingga dapat mewujudkan Indeks Tata Kelola Pengadaan Minimal Baik di Kabupaten Magetan. Lokasi penelitian ini di UKPBJ Kabupaten Magetan, dengan sumber data primer dari praktisi pengadaan IAPI, Fungsional Pengelola Pengadaan Barang/Jasa Ahli Madya dan Pelaku Usaha, sedangkan sumber data primer diambil dari surat edaran, himbauan, dan laporan pengadaan barang/jasa. Untuk mendapatkan data yang relevan dengan tujuan penelitian, peniliti mengumpulkan data penelitian dengan menggunakan metode dokumentasi, wawancara dan observasi. Untuk memeriksa keabsahan data peneliti menggunakan metode triangulasi sumber dan triangulasi teknik. Data yang telah diperoleh kemudian di reduksi, disajikan dalam bentuk laporan dan dilakukan penarikan kesimpulan. Dari hasil penelitian ini diketahui bahwa factor – factor yang mempengaruhi kinerja pelaku pengadaan adalah kebijakan, kompetensi, inovasi, fasilitas kantor, lingkungan kerja, dan performa aplikasi. Sedangkan upaya yang dilakukan untuk meningkatkan kinerja pelaku pengadaan adalah melakukan penilaian kinerja pegawai, evaluasi pelaksanaan pengadaan barang/jasa, menyelenggarakan survey kepuasan masyarakat, vii peningkatan perfroma aplikasi, peningkatan kapasitas pelaku pengadaan dan penambahan etalase Katalog Lokal.

UKPBJ as a work unit in the Regional Government which is the center of excellence for Goods/Services Procurement has the task of monitoring and evaluating the implementation of goods/services procurement. The results of monitoring the implementation of e-purchasing from 2022, 2023, to June 2024 are 9%, 15%, and 8%. Meanwhile, the results of monitoring the realization of PDN from 2022, 2023, to June 2024 are 51%, 56% and 27%. The monitoring results still do not meet the applicable regulations where the e-purchasing value is at least 30% of procurement expenditure and the use of domestic products is still below 60%. This research aims to determine the factors that influence the performance of procurement actors in carrying out the process of ix procuring goods and services and analyzing appropriate strategies to improve the performance of procurement actors so that they can realize the Minimum Good Procurement Governance Index in Magetan Regency. The location of this research is UKPBJ Magetan Regency, with primary data sources from IAPI procurement practitioners, Intermediate Expert Goods/Services Procurement Management Functions and Business Actors, while primary data sources are taken from circulars, appeals and goods/services procurement reports. To obtain data that is relevant to the research objectives, researchers collected research data using documentation, interviews and observation methods. To check the validity of the data, researchers used source triangulation and technical triangulation methods. The data that has been obtained is then reduced, presented in the form of a report and conclusions are drawn. From the results of this research, it is known that the factors that influence the performance of procurement actors are policy, competence, innovation, office facilities, work environment and application performance. Meanwhile, efforts made to improve the performance of procurement actors include conducting employee performance assessments, evaluating the implementation of procurement of goods/services, conducting community satisfaction surveys, improving application performance, x increasing the capacity of procurement actors and adding Local Catalog display cases.
