Pendidikan merupakan sesuatu yang penting untuk diterapkan dari generasi ke generasi terutama kepada anak-anak. Pendidikan akan mengantarkan anak menjadi berakhlak, berilmu, mandiri, cakap, dan bertaqwa kepada Tuhan-Nya. Pada kenyataannya masih banyak anak yang putus sekolah dan rentan putus sekolah. Kota Surabaya memiliki 31 Kecamatan didalamnya yang masing-masing Kelurahan yang ada di Surabaya masih memiliki keterbelakangan ekonomi dan sosial sehingga kurang mengutamakan arti penting pendidikan. Untuk mengurangi angka putus sekolah dan rentan putus sekolah di Surabaya, Pemerintah Kota Surabaya melalui Dinas Sosial Kota Surabaya menjalankan program Campus Social Responsibility (CSR). Program Campus Social Responsibility (CSR) adalah program yang berisi kegiatan untuk membantu anak-anak di Kota Surabaya yang memiliki masalah keterbelakangan sosial dan ekonomi agar dapat mendapatkan hak-hak nya secara wajar dan bersekolah kembali melalui mahasiswa sebagai kakak asuh yang memberikan pendampingan dan motivasi agar anak-anak sebagai adik asuh dapat bersekolah kembali tanpa mendapatkan imbalan. Kelurahan Sawahan sebagai salah satu Kelurahan di dalam Kecamatan Sawahan yang mendapatkan program Campus Social Responsibility (CSR).
Fokus dari penelitian ini adalah model evaluasi kebijakan dalam program Campus Social Responsibility (CSR) yang meliputi evaluasi konteks, evaluasi input, evaluasi proses, dan evaluasi produk. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Subjek dari penelitian ini terdiri dari staff Dinas Sosial Surabaya, Satgas Kecamatan Sawahan Surabaya, serta masyarakat berupa mahasiswa tujuh sebagai kakak asuh, dan tujuh adik asuh di Kelurahan Sawahan Surabaya. Teknik pengumpulan data yang digunakan menggunakan wawancara, observasi, dan dokumentasi. Analisis data yang digunakan adalah dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan.
Hasil penelitian Evaluasi program berdasarkan indikator model evaluasi kebijakan program yakni tujuan program Campus Social Responsibility (CSR) sudah tercapai diwujudkan dengan kembali bersekolahnya adik asuh di Kelurahan Sawahan Surabaya. Dalam pelaksanaannya program Campus Social Responsibility (CSR) mengalami beberapa hambatan diantaranya kurangnya komitmen kakak asuh dalam pelaksanan pendampingan, kurangnya peran orangtua dalam mendukung anak untuk kembali bersekolah sebab memiliki pola pikir bahwa bekerja akan lebih menguntungkan dibandingkan dengan besekolah, serta terbatasnya waktu antara kakak asuh dan adik asuh dalam pelaksanaan pendampingan. Jadi dapat disimpulkan bahwa pelaksanaan program Campus Social Responsibility (CSR) telah tercapai. Adapun saran yang diajukan adalah perlunya pendekatan yang lebih intensif dan pemberian pengertian secara perlahan tapi pasti kepada orangtua adik asuh sehingga dapat melancarkan proses pendampingan, penekanan pada saat evaluasi rutin bulanan oleh dinas sosial kepada kakak asuh untuk berkomitmen dan bertangung jawab pada pendampingan program, serta diperlukan adanya faktor penunjang semangat bagi kakak asuh selain menggunakan sertifikat penyelesaian program.

Education is something important to be applied from generation to generation especially to children. Education will deliver children to be moral, knowledgeable, independent, capable, and devoted to His God. In fact there are still many children who drop out of school and are vulnerable to dropping out of school. Surabaya City has 31 Subdistricts in which each Kelurahan in Surabaya still has economic and social backwardness so that it does not prioritize the importance of education. To reduce dropout rates and are vulnerable to dropping out of school in Surabaya, the Surabaya City Government through the Surabaya City Social Service runs a Campus Social Responsibility (CSR) program. The Campus Social Responsibility (CSR) program is a program that contains activities to help children in Surabaya who have social and economic backwardness problems so that they can get their rights fairly and go back to school through students as foster brothers who provide assistance and motivation so that children as foster siblings can go back to school without getting rewarded. Sawahan Urban Village is one of the Kelurahan in Sawahan Sub-district which gets the Campus Social Responsibility (CSR) program.
The focus of this research is the policy evaluation model in the Campus Social Responsibility (CSR) program which includes context evaluation, input evaluation, process evaluation, and product evaluation. The type of research used is descriptive with a qualitative approach. The subjects of this study consisted of staff from the Surabaya Social Service, Sawahan Surabaya District Task Force, and the community in the form of seven students as foster brothers, and seven foster siblings in Sawahan Surabaya Village. Data collection techniques used are using interviews, observation, and documentation. Analysis of the data used is by collecting data, reducing data, presenting data, and drawing conclusions.
Research results Program evaluation based on program policy evaluation model indicators, namely the objectives of the Campus Social Responsibility (CSR) program, have been achieved by re-attending the foster care school in Sawahan Surabaya. In the implementation of the Campus Social Responsibility (CSR) program there are several obstacles including lack of commitment of foster brothers in assisting implementation, lack of parental roles in supporting children to go back to school because they have a mindset that work will be more profitable than school, and limited time between foster siblings and foster sister in the implementation of assistance. So it can be concluded that the implementation of the Campus Social Responsibility (CSR) program has been achieved. The suggestions put forward are the need for a more intensive approach and the provision of understanding slowly but surely to the parents of foster siblings so that they can facilitate the mentoring process, emphasizing regular monthly evaluations by the social service to foster siblings to be committed and responsible for program assistance, and needed there is a spirit of supporting factors for foster brothers in addition to using program completion certificates.
