In this research, we discuss
the analysis of the process of promotion to functional positions in public
relations institutions (study in the Sub-Division of Trials, Minutes and Public
Relations at the Sidoarjo Regency Secretariat), the functional official
appointed in the research is Mrs. Diana Kholida Hasan, S. Sos as the functional
official of the institution The first public relations expert to be promoted to
junior expert public relations officer. Promotion to a functional position is
an important aspect in developing an employee's career in a government
organization. Apart from that, this promotion is a way to encourage work
motivation and increase employee productivity. However, in this research,
problems were found experienced by the public relations officers concerned,
namely delays in promotion to functional positions which took approximately 2
years.
The aim of this research is to
describe the stages of the process of promotion to functional positions in
public relations institutions (study of the Sub-Section of Trials, Minutes and
Public Relations at the Sidoarjo Regency Secretariat). This research itself
uses a descriptive research method with a qualitative approach with a research
focus, namely proposing a list of proposals for determining credit numbers,
assessing and determining credit numbers, competency tests, and promotions to
functional positions, where at each stage there are different sources,
including, Diana Kholida Hasan, S. Sos. as the first functional official of the
expert public relations agency, Yanti Dyah Harsono, S.sos. M.Sc. middle expert
public relations officer as a member of the credit score assessment team for
the East Java Province Communication and Information Service, Nur Indriani A.
S.STP. as young expert personnel analyst at the Sidoarjo Regency Regional
Personnel Agency, Daddy Liberty A, SH. MH. As an HR assessor for young expert
personnel at Regional Office II of the Surabaya National Civil Service Agency.
As well as data collection in the form of observations, interviews and
documentation. On the other hand, there are research limitations, because the
sources are outside the region.
The results of this research
describe that there are obstacles in the stages which include proposing a list
of proposals for determining credit figures, in which case the dupak proposal
stage has several activities that must be carried out by the public relations
institution concerned. In this case, the making of dupak is done by increasing
working hours which causes the dupak itself to pile up. On the other hand, the
dupak proposal stage itself has guidelines that determine the time for the
proposal, but the public relations officials concerned do not understand this
time and are waiting for information from the assessment team to make the dupak
proposal.
In the stages of assessing and
determining credit numbers there are obstacles experienced by the public
relations agency concerned, in this case the assessment and determining credit
numbers tends to take a very long time, taking approximately 5 months. In other
words, the time for carrying out the assessment and determining the credit
score itself is different from the time that has been set, namely 14 working
days. Of these obstacles, delays in promotion to position are caused by the
assessment and determination of credit figures taking a very long time.
The competency test stage
itself is one of the factors in the delay in promotion to position experienced
by the public relations officer concerned. In this stage, the implementation is
carried out at the Ministry of Communication and Public Information, in this
case from determining credit figures in 2021, the implementation of the
competency test itself. implemented in 2023, in which case there is a gap in
2022 which has an impact on delays in promotion to the level of the public
relations officer concerned.
The advice given from this
research is that the civil service section of the Sidoarjo Regency DPRD
Secretariat is expected to make a schedule for functional officials or
officials who will carry out promotions, so that they can serve as a reference
or have priority for promotion activities. And for the Sidoarjo district BKD,
it is hoped that it can include young expert public relations officers to take
part in technical expertise certification for assessing credit numbers, so that
the assessment and determination of credit numbers can come from the
district/city. Thus, the implementation of the assessment and determination of
credit figures can be intervened by the Sidoarjo Regency BKD if there is a
delay in the assessment and determination of credit figures in Sidoarjo
Regency.
