Tujuan penelitian ini untuk mendeskripsikan dan menganalisis: (1) Peningkatan mutu pendidikan SDN Babatan I dan SDN Wiyung Surabaya melalui Pembinaan Profesional (2) Pembinaaan manajemen sekolah melalui Pembinaan Profesional di SDN Babatan I dan SDN Wiyung Surabaya. (3) Pembinaan guru melalui Pembinaan Profesional di SDN Babatan I dan SDN Wiyung Surabaya. (4) Pembinaan proses pembelajaran versi Pembinaan Profesional di SDN Babatan I dan SDN Wiyung Surabaya.
Desain penelitian yang digunakan adalah penelitian kualitatif, dengan jenis penelitian studi multi kasus. Penelitian dilaksanakan di SDN Babatan I dan SDN Wiyung Surabaya mulai Maret 2017- Juni 2019. Metode pengambilan data dilakukan dengan cara wawancara mendalam, observasi partisipan dan dokumentasi. Data yang terkumpul selanjutnya dianalisis melalui kondensasi, penyajian data dan penarikan kesimpulan. Pada masing-masing kasus kemudian dilakukan analisis lintas kasus guna menyusun konsep atau proposisi dan titik kepercayaan (credibility), keteralihan (transferability), kebergantungan (dependability), dan kepastian (confirmability).
Berkaitan dengan tujuan (1) hasil penelitian menunjukan bahwa peningkatan profesional guru telah terwadahi melalui KKG, dampak hasil belajar siswa semakin meningkat dilihat dari nilai USBN dan outcome siswa hampir 90% masuk negeri. SDN Babatan I dan SDN Wiyung menjadi role model sekolah di Surabaya. Role model berbasis adiwiyata untuk SDN Babatan I dan role model sekolah berbasis literasi untuk SDN Wiyung. Tujuan (2) kepemimpinan kepala sekolah mengalami peningkatan yang visioner dilihat dari beberapa perubahan visi misi sekolah untuk menjadi sekolah yang bermutu dan manajemen sekolah menjadi partisipatif, akuntabel, transparan, dan terfokus pada peningkatan kualitas pembelajaran. Tujuan (3) pelatihan USAID menggunakan pendekatan pembelajaran aktif dan interaktif. Sebagai tindak lanjut pelatihan kepala sekolah, guru, staff dan komite sekolah selanjutnya akan didampingi oleh fasilitator untuk mengetahui tingkat keberhasilan pelatihan USAID. Prosedur pendampingan dengan membuat kesepakatan dengan pihak sekolah, terkait waktu pendampingan yang tepat, sehingga kedua belah pihak tidak saling terganggu. Tujuan (4) proses pembelajaran USAID diatur sesuai modul yang disiapkan dengan tujuan peningkatan profesionalisme pendidik secara garis besar meliputi dua bidang yakni: Pengelolaan manajemen sekolah dan peningkatan kualitas pembelajaran. Desain pelatihan menggunakan model lesson study.

The purpose of this study to describe and analyze: (1) Improving the quality of education I and SDN Babatan I and SDN Wiyung Surabaya through Professionals (2) Pembinaaan school management through Professionals in SDN Babatan I I and SDN Wiyung Surabaya. (3) Development of teachers through Professionals in SDN Babatan I and SDN Wiyung Surabaya. (4) Development USAID version of the learning process in SDN Babatan I and SDN Wiyung Surabaya.
The research design used is a qualitative research, with a multi-case study research. Research conducted at SDN Babatan I and SDN Wiyung Surabaya from March 2017- June 2019. Quantitative data collection is done by in-depth interviews, participant observation and documentation. The data collection method in this research usees deep condensation, data presentation and conclusion. In each case then later cross-case analysis in order to draw up a concept or proposition and point of trust (credibility), keteralihan (transferability), dependence (dependability), and certainty (confirmability).
In connection with the purpose of (1) research shows that professional development teachers have been accommodated through KKG, the impact of increasing student learning outcomes seen from the outcome USBN and almost 90% of students entered the country.
