Bantuan pangan non tunai telah menjadi pendekatan yang semakin populer dalam upaya pemerintah dan lembaga internasional untuk mengatasi masalah kelaparan dan ketidaksetaraan gizi di berbagai negara. Penelitian ini bertujuan untuk mengevaluasi efektivitas bantuan pangan non tunai dalam mencapai tujuan pembangunan berkelanjutan terkait dengan keamanan pangan dan kesejahteraan masyarakat.
Penelitian ini menggunakan metode gabungan antara analisis data sekunder, survei lapangan, dan tinjauan literatur. Data sekunder diperoleh dari lembaga pemerintah, lembaga donor, dan lembaga internasional terkait program bantuan pangan non tunai. Survei lapangan dilakukan di wilayah yang menerima bantuan pangan non tunai untuk mengumpulkan pandangan langsung dari penerima bantuan. Tinjauan literatur digunakan untuk menganalisis kerangka kerja konseptual dan penelitian terdahulu tentang efektivitas bantuan pangan non tunai.
Hasil penelitian ini menunjukkan bahwa bantuan pangan non tunai memiliki potensi untuk meningkatkan aksesibilitas pangan bagi kelompok rentan. Dengan menggantikan distribusi pangan fisik dengan transfer elektronik atau kupon belanja, bantuan tersebut dapat mengurangi biaya logistik, risiko kehilangan atau pencurian, serta mempercepat respons dalam situasi krisis. Namun, efektivitas bantuan pangan non tunai tergantung pada beberapa faktor, termasuk infrastruktur teknologi, literasi digital masyarakat, dan kebijakan yang mendukung.
Selain itu, penelitian ini juga menyoroti beberapa tantangan yang perlu diatasi, seperti risiko keamanan data dan privasi, ketidakmampuan teknologi di daerah terpencil, serta potensi eksklusi
bagi mereka yang tidak memiliki akses ke teknologi. "This research also highlights several challenges that need to be addressed, such as data security and privacy risks, technology limitations in remote areas, and the potential for exclusion of those who lack access to technology."
Oleh karena itu, perlu adanya pendekatan yang berimbang antara bantuan pangan non tunai dan pendekatan lainnya, seperti peningkatan produksi pangan lokal dan program pendidikan gizi.
Dalam rangka meningkatkan efektivitas bantuan pangan non tunai, penelitian ini merekomendasikan kolaborasi antara pemerintah, lembaga internasional, sektor swasta, dan masyarakat sipil. Penguatan infrastruktur teknologi, pelatihan literasi digital, pengawasan yang ketat terhadap program, serta penyesuaian kebijakan berbasis bukti menjadi kunci dalam mengoptimalkan manfaat dari bantuan pangan non tunai bagi kelompok yang membutuhkan.

Non-cash food assistance has become an increasingly popular approach in the efforts of governments and international organizations to address hunger and nutritional inequality issues in various countries. This research aims to evaluate the effectiveness of non-cash food assistance in achieving sustainable development goals related to food security and community well-being.
This study utilizes a combination of secondary data analysis, field surveys, and literature reviews. Secondary data was obtained from government agencies, donor organizations, and international institutions related to non-cash food assistance programs. Field surveys were conducted in areas receiving non-cash food assistance to gather direct insights from beneficiaries. Literature reviews were used to analyze the conceptual framework and previous research on the effectiveness of non-cash food assistance.
The findings of this research indicate that non-cash food assistance has the potential to enhance food accessibility for vulnerable groups. By replacing physical food distribution with electronic transfers or shopping vouchers, it can reduce logistical costs, the risk of loss or theft, and accelerate responses in crisis situations. However, the effectiveness of non-cash food assistance depends on several factors, including technological infrastructure, digital literacy of the community, and supportive policies.
Additionally, this research also highlights several challenges that need to be addressed, such as data security and privacy risks, technological limitations in remote areas, and the potential exclusion of those lacking access to technology.
Therefore, there is a need for a balanced approach between non-cash food assistance and other approaches, such as increasing local food production and nutritional education programs.
To enhance the effectiveness of non-cash food assistance, this research recommends collaboration among the government, international institutions, the private sector, and civil society. Strengthening technological infrastructure, digital literacy training, rigorous program monitoring, and evidence-based policy adjustments are key to optimizing the benefits of non-cash food assistance for those in need.
