ANALYSIS OF STUDENT MANAGEMENT IN IMPROVING STUDENT DISCIPLINE (Study of Planning, Implementation, Evaluation of Rules and Regulations at SMAN 1 Cerme)
Penelitian ini bertujuan untuk menganalisis manajemen kesiswaan dalam meningkatkan kedisiplinan kehadiran siswa melalui perencanaan, pelaksanaan, dan evaluasi tata tertib waktu di SMAN 1 Cerme. Latar belakang penelitian ini didasarkan pada kenyataan bahwa masih ditemukan siswa yang datang terlambat ke sekolah meskipun telah diterapkan tata tertib kehadiran dan sistem pembinaan. Kedisiplinan merupakan indikator penting dalam membentuk karakter dan budaya belajar yang positif, sehingga diperlukan pendekatan manajerial yang terencana dan berkesinambungan.
Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data meliputi observasi partisipatif, wawancara mendalam, dan dokumentasi. Data dianalisis menggunakan model interaktif dari Miles, Huberman, dan Saldaña yang mencakup reduksi data, penyajian data, dan penarikan kesimpulan. Uji keabsahan data dilakukan melalui triangulasi teknik, triangulasi sumber, member check, serta perpanjangan keterlibatan.
Hasil penelitian menunjukkan bahwa manajemen kesiswaan di SMAN 1 Cerme telah melakukan perencanaan melalui penyusunan program kerja kesiswaan, sosialisasi tata tertib, serta pembentukan tim pengawas kedisiplinan. Pelaksanaan tata tertib kehadiran dilakukan melalui sistem pencatatan guru piket, penggunaan kartu pelanggaran (putih, kuning, merah), serta pembinaan oleh wali kelas dan guru BK. Evaluasi dilakukan secara berkala melalui rapat kesiswaan dan pemantauan absensi siswa. Selain itu, ditemukan pula peran strategis Bimbingan dan Konseling dalam pendekatan personal kepada siswa pelanggar serta hambatan dalam bentuk keterbatasan pengawasan dan kurangnya keteladanan. Kesimpulannya, manajemen kesiswaan telah berjalan sistematis, namun efektivitasnya sangat dipengaruhi oleh konsistensi pelaksanaan dan dukungan seluruh pihak sekolah.

This study aims to analyze student affairs management in enhancing students' punctuality through the planning, implementation, and evaluation of attendance regulations at SMAN 1 Cerme. The background of this research stems from the ongoing issue of students arriving late to school, despite the existence of established attendance rules and a disciplinary system. Discipline is a critical indicator in shaping character and fostering a positive learning culture; therefore, a well-structured and continuous managerial approach is required.
This research employs a qualitative approach using a case study method. Data were collected through participatory observation, in-depth interviews, and documentation. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña, consisting of data reduction, data display, and conclusion drawing. Data validity was ensured through methodological triangulation, source triangulation, member checks, and prolonged engagement in the field.
The findings reveal that student affairs management at SMAN 1 Cerme has been carried out systematically. Planning is reflected in the preparation of student affairs work programs, the dissemination of school regulations, and the formation of a discipline supervision team. Implementation includes attendance recording by teacher supervisors, a tiered sanction system using colored warning cards (white, yellow, red), and coaching by homeroom teachers and guidance counselors. Evaluation is conducted periodically through student affairs meetings and attendance monitoring reports. Furthermore, the study highlights the strategic role of guidance and counseling services in fostering individual student awareness and identifies obstacles such as limited supervision and lack of exemplary behavior among school personnel. In conclusion, although the management system is in place, its effectiveness depends heavily on the consistency of enforcement and the collective commitment of all stakeholders.
