Indonesia adalah negara besar yang berbentuk kepulauan. Tak jarang banyak ditemui keragaman budaya, suku, agama, dan bahasa. Keragaman yang ada ini merupakan kekayaan bangsa yang harus kita jaga. Untuk mejaga keutuhan bangsa diperlukan sikap yang berlandaskan Pancasila dalam kehidupan sehari-hari. Kemendikbud membuat program gerakan literasi salah satunya literasi budaya dan kewargaan untuk diajarkan di sekolah.
Tujuan dari penelitian ini adalah untuk melihat bagaimana implementasi literasi budaya dan kewargaan di sekolah dasar. Peneliti memilih SD Setia Budhi Gresik sebagai subjek penelitian, menggunakan metode kualitatif studi kasus. Teknik pengumpulan data menggunakan Teknik wawancara, observasi, dan dokumentasi.
Hasil penelitian ditemukan implementasi literasi budaya dan kewargaan di SD Setia Budhi Gresik dapat dilihat dari tiga indikator yakni; basis kelas dengan melalui pembelajaran P5 Proyek Penguatan Profil Pemuda Pancasila; basis budaya melalui kegiatan pembiasaan; basis masyarakat melibatkan masyarakat seperti tokoh atau pelaku seni dan juga pelaksanaan kegiatan yang berada di tempat umum.

The purpose of this research is to examine the implementation of cultural and civic literacy in elementary schools. The research results revealed that the implementation of cultural and civic literacy at SD Setia Budhi Gresik can be seen through three indicators: class-based learning through P5.
