Penelitian ini bertujuan untuk mengetahui, menjelaskan, dan menganalisis keterbukaan, kemudahan diakses, dan ketersediaan layanan Kepala Unit Pelaksana Teknis Layanan Pendidikan Anak Berkebutuhan Khusus (UPT LPABK) di Dinas Pendidikan Kabupaten Gresik dalam menerapkan kepemimpinan inklusif untuk mengoptimalkan peran dan fungsi UPT LPABK-nya.
Pendekatan penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan menggunakan metode pengumpulan data didasarkan pada wawancara mendalam kepada informan/responden, observasi partisipan, dan studi dokumentasi.
Hasil penelitian menunjukkan, pertama, dalam dimensi keterbukaan (openness), Kepala UPT LPABK menerima ide, masukan, dan kritik dari staf/pegawai/orang lain. Selain itu, Kepala UPT LPABK memiliki sikap adil kepada staf/pegawai/orang lain. Kedua, dalam dimensi kemudahan diakses (accesibility), Kepala UPT LPABK mudah dihubungi, mau meluangkan untuk staf/pegawai/orang lain, menjalin kerja sama yang baik dengan instansi terkait, sekolah, universitas, dunia industri dan usaha. Selain itu, Kepala UPT LPABK memposisikan diri sesuai dengan kebutuhan staf/pegawai/orang lain, baik sebagai pemimpin, teman, atau figur ibu. Ketiga, dalam dimensi ketersediaan layanan (availibility), Kepala UPT LPABK memberikan layanan untuk ABK dan orang tua ABK, membuka unit layanan baru, mencarikan solusi terhadap permasalahan layanan ABK, dan menerima adanya monitoring dan evaluasi.
Penerapan kepemimpinan inklusif Kepala UPT LPABK Dinas Pendidikan Kabupaten Gresik yang meliputi dimensi keterbukaan (openness), kemudahan diakses (accesibility), dan ketersediaan layanan (availibility) dapat meningkatkan peran dan fungsi UPT LPABK-nya sehingga layanan UPT LPABK dapat optimal.

This research aims to determine, explain and analyze the openness, ease of access and availability of services of the Head of the Technical Implementation Unit for Education Services for Children with Special Needs (UPT LPABK) at the Gresik Regency Education Office in implementing Inclusive Leadership to optimize the role and function of its UPT LPABK.
The research approach used in this research is a qualitative approach using data collection methods based on in-depth interviews with informants/respondents, participant observation, and documentation studies.
The research results show, first, in the openness dimension, the Head of UPT LPABK accepts ideas, input and criticism from staff/employees/other people. Apart from that, the Head of UPT LPABK has a fair attitude towards staff/employees/other people. Second, in the dimension of accessibility, the Head of UPT LPABK is easy to contact, willing to make time for staff/employees/other people, establishes good cooperation with related agencies, schools, universities, the industrial and business world. Apart from that, the Head of UPT LPABK positions himself according to the needs of staff/employees/other people, either as a leader, friend or mother figure. Third, in the dimension of service availability (availability), the Head of UPT LPABK provides services for ABK and parents of ABK, opens new service units, finds solutions to ABK service problems, and accepts monitoring and evaluation.
The implementation of inclusive leadership by the Head of the UPT LPABK Gresik Regency Education Service which includes the dimensions of openness, accessibility and availability of services can improve the role and function of the UPT LPABK so that UPT LPABK services can be optimal.
