PENILAIAN KINERJA PEGAWAI NEGERI SIPIL MELALUI APLIKASI E-PERFORMANCE DI KELURAHAN MARGOREJO KOTA SURABAYA
PERFORMANCE APPRAISAL OF CIVIL SERVANTS THROUGH E-PERFORMANCE APPLICATION IN MARGOREJO URBAN VILLAGE OF SURABAYA CITY
E-performance adalah sistem informasi manajemen kinerja berbasis aplikasi dalam rangka penilaian kinerja Pegawai Negeri Sipil di lingkungan Pemerintah Kota Surabaya. Kelurahan Margorejo merupakan salah satu kelurahan di Kota Surabaya yang menggunakan aplikasi e-performance dalam pelaksanaan penilaian kinerja PNS sejak tahun 2017. Tujuan dari penelitian ini untuk mendeskripsikan penilaian kinerja PNS melalui aplikasi e-performance di Kelurahan Margorejo Kota Surabaya. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Fokus pada penelitian ini, yaitu pelaksanaan penilaian kinerja PNS melalui aplikasi e-performance berdasarkan Buku Aplikasi E-performance Tahun 2020. Teknik pengumpulan data dilakukan dengan metode triangulasi (wawancara, observasi, dokumentasi). Teknik analisis datanya menggunakan model analisis Miles dan Huberman melalui tiga tahapan kegiatan, yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penilaian kinerja PNS melalui aplikasi e-performance di Kelurahan Margorejo Kota Surabaya sudah dilaksanakan sesuai pedoman pada Buku E-performance Tahun 2020, namun masih ditemukan beberapa permasalahan, yaitu: (1) Kurangnya kemandirian pegawai dalam menginput aktivitas harian, sehingga proses pengisiannya harus dibantu oleh pegawai non-PNS; (2) Adanya kendala dalam penilaian perilaku kerja PNS melalui e-performance, seperti bias penilaian umum (Hallo Error) dan penilaian terlalu longgar (Leniency); (3) Admin PD tidak memberikan print out rapor personal/hasil penilaian kinerja kepada masing-masing pegawai kelurahan; (4) Tidak ada performance review setelah pegawai menerima rapor/hasil penilaian kinerja di setiap triwulannya. Perlu adanya pengendalian dan pengawasan oleh atasan sebagai approver aktivitas pegawai, perlu bagi pejabat penilai dan rekan sejawat untuk meningkatkan komitmen dalam menilai perilaku pegawai agar penilaian perilaku kerja melalui e-performance lebih akurat dan reliabel, perlu meningkatkan tanggung jawab Admin PD dengan cara memberikan print out rapor personal/hasil penilaian kinerja kepada masing-masing pegawai kelurahan agar pegawai dapat memiliki arsip fisik penilaian kinerja setiap triwulannya, serta perlu adanya performance review agar pegawai dan pejabat penilai dapat berkomunikasi terkait nilai kinerja dan membangun diskusi dalam hal pencapaian kerja pegawai setiap tiga bulan sekali.

E-performance is an application-based performance management information system in the context of appraising the performance of Civil Servants in the Surabaya City Government environment. Margorejo Urban Village is one of the urban villages in the city of Surabaya that has used the e-performance application in assessing the performance of civil servants since 2017. The purpose of this study is to describe the performance appraisal of civil servants through the e-performance application in Margorejo Urban Village, Surabaya City. This type of research used is descriptive research with a qualitative approach. The focus of this research is the implementation of civil servant performance appraisal through e-performance applications based on the E-performance App Book 2020. Data collection techniques are carried out using the triangulation method (interviews, observations, documentation). The data analysis technique used the Miles dan Huberman analysis model through three stages of activity, namely data reduction, data presentation, and drawing conclusions. The results of this study indicate that the assessment of civil servant performance through the e-performance application in Margorejo Urban Village, Surabaya City has been carried out according to the guidelines of E-performance Book 2020, but several problems are still found, namely: (1) Lack of employee independence in inputting daily activities, so that the filling process must be assisted by non-PNS employees; (2) There are obstacles in assessing the work behavior of civil servants through e-performance, such as general assessment bias (Hallo Error) and assessments that are too loose (Leniency); (3) Admin do not provide print outs of personal report cards/performance appraisal results to each kelurahan employee; (4) There is no performance review after the employee receives the report card/performance appraisal result every quarter. There needs to be control and supervision by superiors as an approver of employee activities, it is necessary for appraisers and colleagues to increase commitment in assessing employee behavior so that the assessment of work behavior through e-performance is more accurate and reliable, it is necessary to increase the responsibility of Admin by providing print outs personal report cards/performance appraisal results to each kelurahan employee so that employees can have a physical archive of performance appraisals every quarter, as well as the need for a performance review so that employees and appraisers can communicate about performance values and build discussion in terms of employee work achievements every three months.
