Abah Kessos (Aplikasi Hibah Kesejahteraan Sosial) is an
innovation in the provision of grant assistance created in 2015 by Biro
Administrasi Kesejahteraan Sosial in Sekretariat Daerah Provinsi Jawa Timur
which aims to facilitate employees, cut bureaucracy, and automate tasks in
terms of providing grant assistance. Abah Kessos is an internal application for
the Biro Administrasi Kesejahteraan Sosial, so it can only be accessed by staff
who have a user name and password.
The approach of this study was descriptive with
qualitative methods. The focus of this study uses the theory of Innovation
Success Factors according to Cook, Matthews, and Irwin (2013) which consists of
five indicators, namely Leadership, Management/Organization, Risk Management,
Human Capital, and Technology. Data collection techniques were carried out
through interviews, documentation, observation, and triangulation, while data
analysis techniques used four stages, namely data collection, data reduction,
data presentation (data presentation), and drawing conclusions / verification.
The results showed that Abah Kessos innovation at Biro
Administrasi Kesejahteraan Sosial has been going well even though there are
obstacles but it has been resolved. This is evidenced by the results of the
analysis using the Innovation Success Factors theory. Leadership factor shows
that Abah Kessos is led by the Head of Operations, who has shown roles,
responsibilities and commitments well. The leader has an effort to overcome the
existing problems, as well as the leader's policies and procedures. The
Management/Organization factor shows the vision and mission, policy strategies,
organizational culture and improvement of the innovation network in Abah Kessos
has been well done. The Risk Management factor shows that there are still
constraints on human resources that are not capable of operating applications
due to age and typing errors in the DPA. The Human Capital factor shows that
there is a division of human resources in the innovation of Abah Kessos, and
socialization and training has been held for the staff of the Biro Administrasi
Kesejahteraan Sosial. The Technology Factor shows that the innovation of Abah
Kessos can cut bureaucratic flow in the service of providing grant assistance,
and the application is user-friendly enough to access the information needed.
Suggestions in this study for Biro Administrasi
Kesejahteraan Sosial is that it is necessary to establish a legal rule for the
application of Abah Kessos. Biro Administrasi Kesejahteraan Sosial needs to
work with Bank Jatim to improve a better innovation network. In addition, there
is a need for strict coordination regarding DPA writing errors that are often
done by BPKAD. Abah Kessos innovation needs to be developed so that it is not
only accessible to employees of Biro Administrasi Kesejahteraan Sosial, but
also for public.
