Tourism activity
is an activity carried out by humans consciously and obtain a maximum service
with their capabilities, in tourism being able to provide economic growth in
terms of opportunities to open up employment opportunities, income, standard of
living, and be able to activate the sector. Law Number 10 of 2009 discusses
tourism which explains that tourism is a variety of tourism activities and is
supported by various facilities and services available at tourism sites. There
is a need for maximum management by improving facilities such as facilities and
infrastructure, creating professional human resources in managing tourism sites
creating attractions to carry out tourism activities.
The Blitar
District Government's effort to advance the Serang beach tourism destination is
by optimizing its management optimally, but the limited capacity of the Blitar
Regency Government in its management will hamper the development carried out by
the district government. The involvement of Perum Perhutani as the land owner
and the Serang Village Government as the manager will create synergy in the
management and development of the Serang beach tourism with the capacity that
is owned so as to facilitate the development in the management of the Serang
beach tourist destination. The purpose of this study is to describe and analyze
collaborative governance in the management of Serang beach tourism in Serang
Village, Panggungrejo District, Blitar Regency. This study uses a descriptive
approach with qualitative and focus of research using the theory of
collaborative governance processes according to More and Stephens (2012)
consisting of four indicators, namely: 1). Assassment, 2). Innitiation, 3).
Delebration, 4). Implementation. With data collection techniques using
observation, interviews, documentation, analysis and analyzed using the stages
of data collection, data reduction, data presentation and data verification or
drawing conclusions.
The results of
research based on the theory of More and Stephens (2012) can be explained as
follows: 1). Assessment, an assessment is carried out to determine whether or
not a collaboration is needed, the initial understanding of the stakeholders
becomes a reference to create synergy in order to be able to exploit the
potential with the limitations of the stakeholders so that there is no overlap
between stakeholders in the management of Serang beach tourism destinations;
2). Innitiation, the result of this is that the initiator of this collaboration
is a public institution, namely from the Blitar District Government to create
synergy and seriousness in the management of Serang beach tourism,
collaborating with the three parties by considering their respective
capacities; 3). Delebration, Deliberation is carried out in the discussion of
basic rules in order to create harmony between stakeholders by considering
aspects of the cultural aspects of stakeholders. 4). Implementation, the
implementation of each of the actors contained in the deliberations is realized
by a cooperation agreement that will underlie the development obligations as
well as the rights that will be obtained from the management of beach tourism
so that there are changes such as infrastructure, human resource capacity, and
comfort can result in an increase in visitors to the beach tourism destination attack
which means there is a change that results from the collaborative governance
process carried out.
