PARTISIPASI MASYARAKAT DALAM PENANGGULANGAN CORONA VIRUS DISEASE 2019 (COVID-19) DI RT 09 RW 02 KELURAHAN MEDOKAN AYU KECAMATAN RUNGKUT KOTA SURABAYA

Abstrak

Penyebaran virus corona (covid-19) di dunia yang begitu cepat dan luas menyita  focus perhatihan masyarakat dunia, banyak negara melaksanakan berbagai cara untuk menghambat penyebaran virus corona tersebut yaitu melakukan lockdown. Indonesia Negara yang terdampak penyebaran virus corona juga melaksanakan berbagai kegiatan yakni PSBB (Pembatasan Sosial Berskala Besar). Hal itu dilakukan agar penyebaran virus corona dapat di cegah dan tidak memakan banyak korban.  RT 09 RW 02 Kelurahan Medokan Ayu Rungkut Surabaya, sebagai sistem pemerintahan terkecil juga melaksanakan kegiatan mendukung program pemerintah yakni pencegahan penyebaran virus corona. Manfaat dari kegiatan yang dilakukan yaitu untuk mencegah menyebarnya virus corona di lingkungan RT 09 RW 02 Kelurahan Medokan Ayu Rungkut Surabaya khususnya dan Indonesia umumnya. Tujuan penelitian ini yaitu untuk mendeskripsikan pelaksanaan pencegahan penyebaran virus corona di lingkungan RT 09 RW 02 Kelurahan Medokan Ayu Rungkut Surabaya.     

Penelitian ini menggunakan metode Kualitatif dengan pendekatatan deskriptif kualitatif. Monique Sumampouw (2004:107) menyebutkan menurut Panduan Pelaksanaan Pendekatan Partisipasi ini ada tujuh prinsip partisipasi masyarakat yang meliputi cakupan, kesetaraan dan kemitraan, transparansi, kesetaraan kewenangan, kesetaraan tanggung jawab, pemberdayaan, kerjasama. Teknik pengumpulan data yang digunakan pada penelitian ini yaitu dokumentasi, observasi dan wawancara. Sedangkan Teknik analisis datanya  meliputi kondensasi data, penarikan kesimpulan dan penyajian data.

     Hasil Penelitian menunjukkan partisipasi masyarakat dalam penanggulangan corona virus disease 2019 (covid 19 ) di RT 09 RW 02 Kelurahan Medokan Ayu  Kecamatan Rungkut Surabaya sudah baik meskipun masih ada permasalahan, hal tersebut dapat ditinjau dari tujuh prinsip partisipasi yaitu prinsip cakupan menunjukkan hasil yang baik, karena semua kalangan masyarakat sudah ikut terlibat dalam proses pengambilan keputusan, prinsip kesetaraan dan kemitraan (Equal Partnership) dalam hal ini warga Putra Bangsa III sudah melakukan dengan baik  secara merata tidak ada yang mendominasi dan bersifat koordinasi semua komponen, walaupun masih ada beberapa masyarakat yang cuek dan tidak merespon himbauan pemerintah tsb, prinsip transparansi menunjukkan bahwa transparansi sangatlah penting bagi masyarakat khususnya warga RT 09 RW 02 untuk mengetahui hasil rapat atau rencana/program kerja serta tidak terjadi kesalah fahaman antar warga, prinsip kesetaraan kewenangan (Sharing Power/Equal Powership) Penyusunan program yang dilakukan pengurus RT 09 dalam melibatkan semua komponen masyarakat tanpa terkecuali akan tetapi beberapa warga yang kurang merespon atau mendukung dalam menanggulangan virus akibatnya tidak berjalan dengan lancar, prinsip kesetaraan tanggung jawab (Sharing Responsibility) semua komponen masyarakat putra bangsa III ini memiliki tanggung yang besar dalam mengambil keputusan penanggulangan virus serta dengan adanya pembagian beberapa job secara merata, agenda tersebut bisa berjalan dengan lancar, prinsip pemberdayaan (Empowerment) menunjukkan potensi yang ada di masyarakat atau sumber daya manusia sangat besar hal ini terlihat pada keterlibatkannya dalam tiap kegiatan yang diadakan oleh RT 09, prinsip kerjasama “untuk mengurangi kelemahan serta mengakomodir kelebihan yang ada, perlu dilakukan kerjasama dan berjalan dengan baik seperti perorangan, kelompok atau lembaga dari berbagai pihak khususnya dalam menanggulangan virus covid-19”.

     Saran bagi masyarakat warga RT 09 yang tidak mematuhi peraturan atau selalu menyepelekan peraturan seharusnya pihak pemerintah memberikan hukuman atau sangsi yang tegas misalnya sangsi administrasi dan sangsi hukuman kurungan. Peraturan pemerintah yang dibuat tanpa ada dukungan dan partisipasi  masyarakat terutama masyarakat Surabaya RT 09 tidak akan berjalan dengan lancar bahkan penyebaran virus corona tidak dapat dihentikan.

     Abstract

The spread of the corona virus (covid-19) in the world so quickly and widely seized the focus of training the world community, many countries implement various ways to inhibit the spread of the corona virus that is doing a lockdown. Indonesia Countries affected by the corona virus spread also carry out various activities namely the PSBB (Large-Scale Social Limitation). This was done so that the spread of the corona virus could be prevented and not take many victims. RT 09 RW 02 Kelurahan Medokan Ayu Rungkut Surabaya, as the smallest government system also carries out activities to support government programs namely prevention of the spread of the corona virus. The benefits of the activities carried out are to prevent the spread of the corona virus in RT 09 RW 02, Medokan Ayu Rungkut, Surabaya in particular and Indonesia in general. The purpose of this study is to describe the implementation of the prevention of the spread of the corona virus in RT 09 RW 02, Medokan Ayu Rungkut Surabaya.

This study uses a qualitative method with a qualitative descriptive approach. Monique Sumampouw (2004: 107) states that according to the Guidelines for the Implementation of Participatory Approaches, there are seven principles of community participation which include coverage, equality and partnership, transparency, equality of authority, equality of responsibility, empowerment, cooperation. Data collection techniques used in this study are documentation, observation and interviews. While the data analysis techniques include condensation of data, drawing conclusions and presenting data.

     The results showed that community participation in overcoming corona virus disease 2019 (covid 19) in RT 09 RW 02, Medokan Ayu Sub-district, Rungkut District, Surabaya was good although there were still problems, it can be seen from the seven principles of participation, namely the principle of coverage showed good results, because all members of the community have been involved in the decision-making process, the principle of equality and partnership (Equal Partnership), in this case the people of Putra Bangsa III have done well evenly. not responding to the government's appeal, the principle of transparency shows that transparency is very important for the community, especially residents of RT 09 RW 02 to find out the results of meetings or work plans / programs and that there are no misunderstandings between citizens, the principle of Equal Power Sharing The program carried out by the RT 09 management in involving all components of the community without exception, but some residents who did not respond or support in overcoming the virus as a result did not run smoothly, the principle of equality of responsibility (Sharing Responsibility) all components of the people of the nation's sons III have the responsibility great in making the decision to overcome the virus and with the distribution of several jobs evenly, the agenda can run smoothly, the principle of empowerment (Empowerment) shows the potential that exists in the community or very large human resources this can be seen in its involvement in each activity held by RT 09, the principle of cooperation "to reduce weaknesses and accommodate existing strengths, it is necessary to collaborate and run well such as individuals, groups or institutions of various parties, especially in overcoming covid-19 virus".

     Suggestions for the people of RT 09 people who do not obey the rules or always underestimate the regulations should the government provide strict sanctions or sanctions such as administrative sanctions and imprisonment sanctions. Government regulations made without the support and participation of the people, especially the people of Surabaya RT 09, will not run smoothly, even the spread of the corona virus cannot be stopped.
