Desa Pejok didominasi oleh Petani dengan 60%, buruh tani 23%, peternak 8%, dan penduduk sisanya 9% berprofesi bermacam-macam seperti pengrajin rumah tangga, buruh migran, TNI, Pensiunan PNS, pengusaha besar, PNS, Pedagang Keliling, perawat swasta, Polri, dan UMKM. Tanpa mengesampingkan profesi yang lain, Pemerintah Desa Pejok dan Pemerintah Kabupaten Bojonegoro haruslah memberi perhatian lebih terhadap penduduk yang berprofesi petani. Pupuk sebagai salah satu komponen utama biaya produksi di sektor pertanian, terlebih apabila harga jual hasil panen tidak lebih dari biaya produksi maka petani akan merugi. Sehingga Evektivitas Pendistribusian pupuk bersubsidi perlu untuk ditekankan agar tepat sasaran. Tujuan dari penelitian ini yaitu untuk mengetahui sejauh mana efektivitas program pupuk bersubsidi di Desa Pejok Kecamatan Kedungadem Kabupaten Bojonegoro. Data dikumpulkan dengan teknik observasi, wawancara, dan dokumentasi. Fokus penelitian ini menggunakan teori Edy Sutrisno (2010) dengan 5 (lima) dimensi evektivitas. Berikut lima dimensi efektivitas yaitu 1) Pemahamam Program, 2) Tepat Sasaran, 3) Tepat Waktu, 4) Tercapainya Tujuan, dan 5) Perubahan Nyata. Metode penelitian ini adalah deskriptif kualitatif. Data dikumpulkan dengan teknik observasi, wawancara, dan dokumentasi. Mekanisme pendistribusian pupuk bersubsidi di Desa pejok Kecamatan Kedungadem Kabupten Bojonegoro sudah mengacu pada Peraturan Menteri Perdagangan Nomor 4 Tahun 2023 tentang pengadaan dan penyaluran Pupuk bersubsidi untuk sektor pertanian. Pupuk bersubsidi di Desa Pejok Kecamatan Kedungadem Kabupaten Bojonegoro sudah tepat sasaran yakni diberikan kepada petaani dan kelompok tani.Namun dalam Praktiknya namun masih terdapat beberapa petani yang belum mendapatkan haknya. Pendistribusian pupuk bersubsidi di Desa Pejok Kecamatan Kedungadem Kabupaten Bojonegoro dianggap sudah efektif namun belum maksimal dalam penerapannya. Hal ini dikarenakan terdapat beberapa hal dalam pendistribusiannya yakni : Masih terdapat beberapa Petani yang belum memperoleh haknya, terdapat sistem siapa cepat dia dapat, Sistem penyaluaran pupuk bersubsidi yang mengalami perubahan dari waktu ke waktu, Sistem pendataan yang rumit.

Pejok Village is dominated by farmers with 60%, agricultural laborers 23%, livestock breeders 8%, and the remaining 9% of the population have various professions such as household craftsmen, migrant workers, TNI, retired civil servants, large entrepreneurs, civil servants, itinerant traders, private nurses. , Polri, and MSMEs. Without ignoring other professions, the Pejok Village Government and the Bojonegoro Regency Government must pay more attention to residents who work as farmers. Fertilizer is one of the main components of production costs in the agricultural sector, especially if the selling price of the harvest is not more than the production cost, farmers will suffer losses. So the effectiveness of the distribution of subsidized fertilizer needs to be emphasized so that it is right on target. The aim of this research is to determine the extent of the effectiveness of the subsidized fertilizer program in Pejok Village, Kedungadem District, Bojonegoro Regency. Data was collected using observation, interviews and documentation techniques. The focus of this research uses Edy Sutrisno's (2010) theory with 5 (five) dimensions of effectiveness. The following are the five dimensions of effectiveness, namely 1) Understanding the Program, 2) Right on Target, 3) On Time, 4) Achievement of Goals, and 5) Real Change. This research method is descriptive qualitative. Data was collected using observation, interviews and documentation techniques. The mechanism for distributing subsidized fertilizer in Pejok Village, Kedungadem District, Bojonegoro Regency already refers to Minister of Trade Regulation Number 4 of 2023 concerning the procurement and distribution of subsidized fertilizer for the agricultural sector. Subsidized fertilizer in Pejok Village, Kedungadem District, Bojonegoro Regency is right on target, namely given to farmers and farmer groups. However, in practice, there are still some farmers who have not received their rights. The distribution of subsidized fertilizer in Pejok Village, Kedungadem District, Bojonegoro Regency is considered to be effective but its implementation has not been optimal. This is because there are several things in the distribution, namely: There are still some farmers who have not received their rights, there is a first-come, first-served system, a subsidized fertilizer distribution system that changes from time to time, a complicated data collection system.
