Implementing
Workload Analysis is an obligation of every agency or regional government in
personnel management to obtain information on the effectiveness and efficiency
of the organization's work based on work volume. The City of Surabaya
implements Workload Analysis using digital media, namely Electronic Workload
(E-ABK). In 2024, the implementation of Workload Analysis within the Surabaya
City government focused on optimizing the validity of the Workload Planning
form within Regional Apparatuses. Bhakti Dharma Husada Regional Hospital, as
one of the Regional Apparatuses in Surabaya City, also implemented a 2024
Workload Planning. Therefore, this study aims to describe and analyze the
effectiveness of Workload Analysis Planning for the Data and Information
Processing Position in the General and Financial Division of Bhakti Dharma
Husada Regional Hospital, Surabaya City.
This
study used a descriptive method with a qualitative approach. Data collection
techniques included interviews, observation, and documentation. The results
were analyzed through data reduction, data presentation, and conclusion
drawing. This study focused on four indicators of effectiveness measurement
according to Subagyo: target accuracy, program socialization, program objective
achievement, and program monitoring.
The
results of the study indicate that the implementation of ABK planning through
E-ABK 2024 in the Data and Information Processing Position is quite effective
overall. The Target Accuracy indicator has been implemented according to
regulations, it is appropriate, but the technical implementation still faces
challenges in HR capacity. The Program Socialization indicator has been
effective because the process of conveying information is quite clear and easy
to understand by Bhakti Dharma Husada Regional Hospital and Students as
companions for ABK Planning 2024. The Achievement of Program Objectives
indicator is implemented effectively as indicated by the achievement of
predetermined goals. Furthermore, the Program Monitoring indicator is said to
be effective, because the Organization Section monitors the implementation of
ABK Planning during and after the ABK Planning. There is also an evaluation or
execution carried out after the program is completed. As well as there is a
follow-up to the results of ABK Planning carried out by the Organization
Section.
