IMPLEMENTASI KEBIJAKAN MASA TRANSISI NEW NORMAL  DI DESA KLAMPOK KECAMATAN BENJENG KABUPATEN GRESIK

IMPLEMENTATION OF THE NEW NORMAL TRANSITION POLICY IN KLAMPOK VILLAGE, BENJENG DISTRICT, GRESIK REGENCY

Covid-19 merupakan penyakit menular yang disebabkan oleh virus severe acute respiratoty syndrome coronavirus 2 (SARS-CoV-2). Dalam menerapkan protocol kesehatan dan menerapkan hidup bersih dan sehat untuk pencegahan penyebaran Covid-19 diperlukan kebijakan pada masa transisi sebagai sebuah tatanan kehidupan baru yaitu kehidupan yang mampu mendorong terciptanya masyarakat sehat dan produktif ditengah pandemic Covid-19. Tujuan penelitian ini adalah untuk mengetahui implementasi masa transisis new normal di Desa Klampok Kecamatan Benjeng Kabupaten Gresik dan faktor-faktor pendukung serta faktor prnghambat penanganan Covid-19. Jenis penelitian ini adalah kualitatif dengan pengumpulan data melalui observasi, wawancara, dan dokumnetasi. Analisis data dilakukan melalui tahapan reduksi, penyajian data dan penarikan kesimpulan. Menurut hasil penelitian dari Teori Edward III hambatan implementasi Desa Klampok yaitu: sumber daya manusia yang kurang memadai, komunikasi yang kurang jelas, para pelaksana yang kurang konsiten dan struktur birokrasi yang kurang berkoordinasi serta kurang menjalankan tugasnya dengan baik. Agar implementasi masa transisi new normal di Desa Klampok dapat berjalan dengan baik, peneliti memberian sara” yaitu 1) dalam melakukan komunikasi, Satgas Desa Klampok terus menghimbau masyarakat jika kegiatannya masih bisa dilakukan dengan daring atau tidak terlalu penting tidak perlu melakukan kumpul-kumpul yang menyebabkan kerumunan meskipun sudah memakai masker dan terus meningkatkan masyarakat untuk melakukan disiplin protocol Kesehatan dengan memasang poster yang lokasinya setrategis agar semua masyarakat bisa membacanya dan mematuhinya. 2)Satgas Desa Klampok harus lebih aktif untuk meningkatkan pemahaman dan kesadaran masyarakat mematuhi protocol kesehatan dan kasus positif tidak bertambah, 3) Pelaksana kebijakan harus mmepunyai konsisten untuk masyarakat yang tidak mematuhi protocol kesehatan dengan membuat sanksi tegas untuk masyarakat yang tidak memakai masker ketika keluar rumah. 4) Struktur birokrasi masa transisi new normal Desa Klampok terus meningkatkan tugasnya dalam menjalankan fungsi masing-masing supaya bisa secepatnya memutus mata rantai persebaran Covid-19.

Covid-19 is an infectious disease caused by the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). In implementing the health protocol and implementing clean and healthy living to prevent the spread of Covid-19, a policy during the transition period is needed as a new order of life, namely a life that is able to encourage the creation of a healthy and productive society in the midst of the Covid-19 pandemic. The purpose of this study was to determine the implementation of the new normal transition period in Klampok Village, Benjeng District, Gresik Regency and the supporting factors and inhibiting factors for handling Covid-19. This type of research is qualitative with data collection through observation, interviews, and documentation. Data analysis was carried out through the stages of reduction, data presentation and conclusion drawing. According to the results of research from Edward III's Theory, the obstacles to implementing Klampok Village are: inadequate human resources, unclear communication, less consistent implementers and bureaucratic structures that lack coordination and do not carry out their duties properly. In order for the implementation of the new normal transition period in Klampok Village to run well, the researchers provide suggestions, namely 1) in communicating, the Klampok Village Task Force continues to urge the community if their activities can still be done online or if it is not too important, there is no need for gatherings that cause the crowd even though they already wear masks and continue to increase the community to carry out health protocol discipline by putting up posters in strategic locations so that all people can read them and obey them. 2) The Klampok Village Task Force must be more active to increase public understanding and awareness of complying with the health protocol and positive cases do not increase, 3) Policy implementers must have consistency for people who do not comply with the health protocol by making strict sanctions for people who do not wear masks when leaving the house . 4) The bureaucratic structure of the new normal transition period Klampok Village continues to improve its duties in carrying out their respective functions so that they can immediately break the chain of Covid-19 distribution.
