G overnment bureaucracy system often receives negative
perspectives from t he public
as service users . To change those
perspectives, government through the Ministry of State Apparatus Utilization and
Bureaucratic Reform (Menpan RB) is reorganizing public service organizations by bureaucratic reform. One of bureaucratic reform s is to encourage an innovation through the implementation of
e-government. T o meet the demand and address issues related to social
assistance, such as invalid NIK (National Identity Number), d ouble data, misdirect ion of the assistance, anomalous data, and other
welfare data issues; the
Ministry of Social Affairs Republic of Indonesia has launched a web-based
application called the Sistem Informasi
Kesejahteraan Sosial Next Generation (SIKS-NG). Th is application is a tool used by the Ministry
of Social Affairs to enhance data quality of poverty by involving urban village / sub-district governments, which become the parties with the capab ilities of assessing the level s of community welfare. Kledokan is one of v illage s in Bendo , Magetan that has implemented the SIKS-NG
application.
The objective of this research is to understand how the
SIKS-NG application is applied in the proposal and verification of social
assistance in Kledokan, Bendo, Magetan. T ype of research used is descriptive with a
qualitative approach. In conducting the analysis, this research employs a theory of Indrajit (2016), which identifies
success elements of e-government implementation such as support, capacity, and value. Next, data collection is conducted through
interviews, observations, and documentation.
The
result of this
research indicate s that
the implementation of the SIKS-NG application for the proposal and verification
of social assistance in Kledokan, Bendo, Magetan is not yet optimal. Th e reason of inoptimum is due to several elements that have not
been fully executed, then affect ed to th is application’s implementation. On the Capacity element, Kledokan , the sub-district g overnment has not conducted widespread and
consistent socialization at the community level, and resulting in a lack of public awareness to the existence of this application.
The
second element is Capacity, where the limitations of Human Resources (HR)
affect the implementation of the SIKS-NG application. The last element, which is value or benefit,
based on the interview results, indicates that all stakeholders get the benefits. However, due to the lack of socialization, it’s affected to deficiency in public knowledge regarding the
SIKS-NG application.
