Aplikasi katalog elektronik lokal sebagai aplikasi belanja online yang disusun dan dikelola oleh pemerintah daerah menjadi sebuah inovasi yang dapat diandalkan karena manfaatnya. Penelitian ini dilakukan untuk menganalisis implementasi kebijakan pengadaan barang/jasa pemerintah melalui aplikasi katalog elektronik lokal di Bagian Pengadaan Barang/jasa Sekretariat Daerah Kabupaten Gresik. Penelitian ini menerapkan metode deskriptif kualitatif  yang pengumpulan datanya melalui observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan teori Van Meter dan Van Horn. Hasil penelitian menunjukkan standar dan tujuan kebijakan belum terlaksana dengan baik, salah satu standar keberhasilannya yaitu dari besaran jumlah pelaku Usaha Mikro, Kecil, dan Koperasi yang mendaftar katalog elektronik. Namun, jumlahnya belum mencapai target.  Sumber daya belum terlaksana dengan baik, jumlah ketersediaan pegawai yang terlibat belum mencukupi. Komunikasi antar organisasi sudah terlaksana dengan baik, komunikasi internal dan eksternal berjalan lancar. Karakteristik badan pelaksana sudah terlaksana dengan baik, para implementor sudah memiliki kompetensi yang memadai, adanya dukungan kebijakan, serta tanggapan positif dari penerima kebijakan. Lingkungan sosial, politik, dan ekonomi sudah terlaksana dengan baik. Terkait lingkungan sosial, pelaku usahanya memahami manfaat dan memberikan dukungan. Terkait lingkungan politik, birokrasi menjadi lebih optimal dan juga mendapat dukungan dari pemerintah daerah. Terkait lingkungan ekonominya membantu menciptakan peluang usaha baru yang dapat meningkatkan penghasilan. Disposisi/sikap para pelaksana sudah terlaksana dengan baik, pemahaman implementor terhadap kebijakan, arah respon, dan intensitas respon, semuanya menunjukkan hasil yang positif.

The local electronic catalogue application as an online shopping application compiled and managed by the local government is an innovation that can be relied because of its benefits. This research was conducted to analyze the implementation of government procurement policies through the local electronic catalogue application in the Procurement Section of the Gresik Regency Regional Secretariat. This research applies a descriptive qualitative method that collects data through observation, interviews, and documentation. This research uses the theory of Van Meter and Van Horn. The results showed that the standards and objectives of the policy have not been implemented properly, one of the standards of success is the number of Micro, Small and Cooperative Business actors who register for electronic catalogue. However, the number has not reached the target. Resources have not been implemented well, the number of available employees involved is not sufficient. Inter-organizational communication has been well implemented, internal and external communication runs smoothly. The characteristics of the implementing agency have been carried out well, the implementers have sufficient competence, there is policy support, and positive responses from policy recipients. The social, political, and economic environment is well implemented. Regarding the social environment, business actors understand the benefits and provide support. Regarding the political environment, the bureaucracy becomes more optimal and also gets support from the local government. Regarding the economic environment, it helps create new business opportunities that can increase income. The disposition/attitude of the implementers has been carried out well, the implementers' understanding of the policy, the direction of the response, and the intensity of the response all show positive results.
