The research aims to develop an INoSIT learning model that meets the elements of valid, practical and effective so that it is suitable to practice junior high school scientific literacy. Model development through Research and Development (R & D) design with preliminary study stages, model planning and development, and model testing. In order for the INoSIT model and its devices to be valid, expert validation was carried out through Focus Group Discussion (FGD), conducting limited trials and extensive trials on two SMPs in Kendari City, Southeast Sulawesi in the odd semester of 2017/2018. The design of the trial is limited and the broad test model uses one-group pre-test post-test design with the trial subject limited to one class on SMPN 5 Kendari and a large-scale trial was conducted in four classes with each of two classes at SMPN 4 Kendari and two classes at SMP 5 Kendari. Data collection is done through the assessment of expert validity on the INoSIT model and its supporting devices, observing the implementation of the INoSIT model and student activities, scientific literacy tests, interviews, and student response questionnaires. Data analysis was descriptive-qualitative and inferential through the T and ANOVA test with the help of SPSS 22. The results showed: (1) the INoSIT model has fulfilled the valid elements of content and constructs supported by learning tools that are also valid and reliable, (2) the INoSIT model meets the practical criteria because the model components can be implemented well in limited trials as well as in extensive trials without significant constraints. In addition, the activities of students in participating in learning have shown good activity, (3) the INoSIT learning model has met the effective criteria because there is an increase in scientific literacy competencies in both limited trials and in broad trials significantly with n-gain being in the moderate category, and students give a positive response to the implementation of model support devices in the learning process. Based on these results it was concluded that the INoSIT learning model developed had fulfilled the valid, practical, and effective elements so that it was feasible to be used to train junior high school students' scientific literacy.
