The
problem of waste in Indonesia seems to have no end. The Regency of Trenggalek
is one of the areas that has not yet fully implemented waste management. This
research aims to analyze the implementation of community-based waste management
at the Reduce-Reuse-Recycle Sustainable Lestari Rahayu waste management site in
Karanganyar Village, Gandusari District, Trenggalek Regency, for the period
2019-2020.
The
research design used is descriptive with a qualitative approach, and the data
collection methods include observation, interviews, and documentary studies.
This research employs the analysis of policy implementation theory by Van Meter
& Van Horn, which encompasses six variables: policy standards and targets,
policy resources, characteristics of implementing agents, implementer
disposition, inter-organizational communication and law enforcement activities,
as well as the economic, social, and political environment. The research
findings indicate that the implementation of the Reduce-Reuse-Recycle
Sustainable Lestari Rahayu waste management policy in Karanganyar Village,
Gandusari District, Trenggalek Regency, has not been carried out sufficiently
well. Therefore, to achieve effective implementation of the
Reduce-Reuse-Recycle Sustainable Lestari Rahayu waste management, it should be
accompanied by collaboration among the government, community, relevant
elements, and the establishment of Standard Operational Procedures. It is
expected that with the collaboration and the implementation of the SOP, waste
management at the Reduce-Reuse-Recycle Sustainable Lestari Rahayu waste
management site can proceed effectively and efficiently, aligning with the
intended goals and functions.
