This study examines the implementation of the flood and inundation control policy through the Ketintang Pump House by the Water Resources and Highways Agency (DSDABM) of Surabaya City. Flooding and inundation remain significant issues in South Surabaya, particularly in the Ketintang area, due to its relatively flat topography, high rainfall intensity, and limited drainage capacity. This study aims to analyze the implementation of the policy based on George C. Edward III’s policy implementation model, which consists of communication, resources, disposition, and bureaucratic structure. This research employed a qualitative method with a descriptive approach. Data were collected through interviews with DSDABM staff, Ketintang Pump House operators, and local residents, supported by observation and documentation. Data were analyzed using the interactive analysis technique developed by Miles, Huberman, and Saldaña. The findings indicate that the implementation of the policy has been carried out relatively well. In terms of communication, coordination among DSDABM, the Meteorology, Climatology, and Geophysics Agency (BMKG), regional coordinators, and pump house operators has been effective, although the dissemination of information to the public still requires improvement. Regarding resources, operational facilities are considered adequate; however, limitations remain in terms of budget, personnel, and several supporting facilities. In terms of disposition, the implementers demonstrate strong commitment and responsiveness in addressing increasing water discharge. Meanwhile, the bureaucratic structure is supported by a rayon-based coordination system and clear Standard Operating Procedures (SOPs). Nevertheless, the Regional Regulation on flood control is still under development; therefore, policy implementation currently refers to the Stormwater Drainage Master Plan (SDMP), the Mayor Regulation, and the technical guidelines of DSDABM. It can be concluded that the implementation of the flood and inundation control policy has generally been carried out effectively in accordance with Edward III’s indicators. However, further improvements are needed in strengthening the regulatory framework, enhancing resource capacity, improving supporting facilities, and increasing public participation in maintaining the cleanliness of the drainage system.
