Development of Pancasila and Civic Education (PPKn) Learning Tools With 7E Learning Cycle in Increasing Critical Thinking Skills and Learning Outcomes in Primary Fourth Students.

Pancasila and civic education (PPKn) . This study aims to produce learning tools based on Learning Cycle 7E to improve critical thinking skills and learning outcomes of PPKn in 31 students class IV F of SDN Manukan Kulon Surabaya.
The research and development procedure uses the Dick and Carey model, a field trial with a one-group pretest-posttest design. Data collection techniques
through observation, questionnaires, and tests. Observation use to observe the implementation of the learning design and student activities during the learning.
The Questionnaire used to determine students' responses to learning tools, while the test is to measure critical thinking skills and student learning outcomes. Data analysis techniques to specify the validity, practicality, and effectiveness of learning tools are statistically descriptive with percentage techniques. The results of the feasibility aspects of the learning device products reach an average of 3.5, can conclude that the product is feasible to use. The practical aspects include the implementation of learning by teachers and students, which reached 86% and 82% with very well implemented categories. The results of the effectiveness aspect showed an increase in the classical completeness of students' critical thinking, which was original 23% to 94%. The calculation of n-gain for increasing critical thinking skill reached 0, 57 with the medium category. The results of the effectiveness aspect showed an increase in classical completeness of learning outcomes that were original 35% to 90% the n-gain for an increase in learning outcomes reached 0.71 with a high category.
Based on the results of data analysis, it can conclude that the PPKn Learning Kit based on Learning Cycle 7E meets the criteria for implementation. The learning device developed has fulfilled the practicality criteria. The learning kit also meets the effectiveness criteria for improving students' critical thinking
skills. Learning device products also meet the effectiveness criteria for improving student learning outcomes.
