SEJARAH LOKALISASI SEMAMPIR KOTA KEDIRI TAHUN 1960 – 2016

Prostitusi merupakan perilaku menyimpang dan dapat mengakibatkan penyakit sosial yang berada di masyarakat. Praktik prostitusi sering terjadi dan berada di negara se-dunia salah satunya berada di Indonesia. Profesi prostitusi di lingkungan masyarakat yang berada di Indonesia sudah sejak lama keberadaannya. Mulai sejak jaman kolonialisme Belanda hingga Indonesia Merdeka, prostitusi semakin berkembang. Perkembangan prostitusi di Indonesia telah menyebar di penjuru – penjuru kota maupun desa. Perkembangan prostitusi di Indonesia ini salah satunya juga berada di kelurahan Semampir, kecamatan Kota, Kota Kediri.

Permasalahan yang dikaji dalam penelitian ini adalah : 1. Bagaimana sejarah komplek prostitusi di lokalisasi semampir Kota Kediri tahun 1960? 2. Bagaimana dampak penutupan komplek prostitusi di lokalisasi Semampir kota Kediri tahun 1998 hingga proses penggusuran tahun 2016? Dalam melakukan analisis terhadap data – data yang sudah diperoleh digunakan metode sejarah yang meliputi heuristik, kritik, interpretasi, dan historiografi.

Hasil dari penelitian ini ialah prostitusi di Kota Kediri berawal dari di taman hiburan alun – alun Kediri. Seiring berjalannya waktu pada tahun 1960 terdapat kebijakan walikota Kediri untuk memindahkan para prostitusi liar di Kelurahan Semampir. Pada tahun 1960 keatas para prostitusi mengalami perkembangan di komplek lokalisasi Semampir. Perkembangan komplek pelacuran di kelurahan Semampir terjadi penutupan pada tahun 1998 oleh PERDA Kotamadya. Setelah penutupan komplek prostitusi di kelurahan Semampir, para warga lokalisasi Semampir secara illegal berdiri sendiri. Penutupan lokalisasi di kelurahan Semampir secara illegal itu mengalami perkembangan lagi seperti sebelumnya. Pada akhirnya walikota Kediri yang dijabat oleh Bapak Abdullah Abu Bakar. SE memperoleh kebijakan dengan menggusur komplek lokalisasi Semampir pada tahun 2016.

ABSTRACT

Prostitution is a deviant behavior and can cause social illness in the community. The practice of prostitution often occurs and is located in countries in the world, one of them in Indonesia. Prostitution profession in the community that has been in Indonesia for a long time. Starting from the days of Dutch colonialism to Indonesia's independence, prostitution was growing. The development of prostitution in Indonesia has spread to all cities and villages. The development of prostitution in Indonesia is one of them also in the village of Semampir, the city of Kediri.

The problems studied in this study are: 1. What is the history of the prostitution complex in the localization of the city of Kediri in 1960? 2. How, the impact of the closure of the prostitution complex in Semampir town in Kediri in 1998 until the eviction process in 2016?. In conducting an analysis of the data that has been obtained used historical methods that include heuristics, criticism, interpretation, and historiography.

The results of this study are prostitution in the City of Kediri starting from the Kediri square amusement park. As time went on in 1960 there was a policy of the mayor of Kediri to move illegal prostitution in the Semampir Village. In 1960 the prostitutes experienced development in the localization complex. The development of the prostitution complex in Semampir was closed in 1998 by PERDA Municipality. After the closure of the prostitution complex in the Kelurahan Semampir, the residents localized Semampir illegally standing alone. The closure of localization in the  Semampir Village illegally experienced further development as before. In the end the mayor of Kediri was held by Mr. Abdullah Abu Bakar. SE obtained a policy by displacing the Semampir localization complex in 2016.
