ANALISIS DAMPAK PANDEMIC COVID-19 TERHADAP PELAKSANAAN PROYEK KONSTRUKSI DI SURABAYA

ANALYSIS OF THE IMPACT OF THE COVID-19 PANDEMIC ON THE IMPLEMENTATION OF CONSTRUCTION PROJECTS IN SURABAYA

Banyak konstruksi terkena dampak pandemi Covid-19. Proyek konstruksi diperkirakan akan tertunda di tengah pandemi Covid-19. Penelitian ini bertujuan untuk mengetahui faktor yang sangat mempengaruhi keterlambatan proyek konstruksi saat pandemi Covid-19, untuk mengetahui kerugian yang ditanggung kontraktor dan untuk mengetahui kesiapan dini yang harus dilakukan oleh kontraktor dalam menghadapi masalah seperti pandemi Covid-19 atau hal lain yang sejenis di kemudian hari. Pengumpulan data dilakukan dengan menyebarkan kuesioner kepada 30 kontraktor di Surabaya. Analisis data menggunakan analisis statistik deskriptif melalui program SPSS untuk mendapatkan nilai mean. Hasil penelitian menunjukan bahwa faktor yang sangat mempengaruhi keterlambatan proyek konstruksi saat pandemi Covid-19 adalah penghentiaan sementara proyek, dengan nilai mean 2,97. Kerugian yang ditanggung kontraktor dengan peringkat sebagai berikut: (1) penurunan laba bersih, dengan nilai mean 3,23; (2) kenaikan ongkos distribusi, dengan nilai mean 2,93; dan (3) pembengkakan biaya operasional dari sewa alat konstruksi, dengan nilai mean 2,90. Kesiapan dini kontraktor di kemudian hari adalah protokol kesehatan, monitoring schedule material dan tenaga kerja, management budget keuangan, penggunaan semi fabrikasi, dan dokumen kontrak kerja konstruksi yang berkaitan dengan Covid-19.

Many construction are being hit hard by the effects of the Covid-19 pandemic. Construction project is expected to be delayed amid the Covid-19 pandemic. This research aims to determine the factor as the greatly affects of delays in construction projects during Covid-19 pandemic, to determine the losses borne by the contractor, and to determine the early readiness that must be carried on by contractors in facing problems such as the Covid-19 pandemic or other similar things at a later date. Data is collected with distributing a questionnaire to 30 contractors in Surabaya. Data analysis used descriptive statistical analysis through SPSS programm to get the mean value. The results showed that the factor as greatly affect of delays in construction projects during Covid-19 pandemic is project suspension, with the value mean of 2.97. The losses borne by the contractor which the rank is: (1) decrease in net profits, with the value mean of 3.23; (2) increase in distribution costs, with the value mean of 2.93; and (3) cost overruns in operating costs of renting construction equipment, with the value mean of 2.90. The early readiness by contractors at a later date is health protocols, monitoring material and labor schedules, financial budget management, use of semi-fabrication, and construction work contract documents related to Covid-19.
