URBAN COMMUNITY CONSTRUCTION CONCERNING SEPTIC TANK HEALTHY PROGRAM IN SURABAYA CITY KECAMATAN SEMAMPIR KELURAHAN SIDOTOPO

Sidotopo merupakan Kelurahan dengan permasalahan buang air besar sembarangan yang tertinggi termasuk membuang kotorannya ke sungai. Tingginya permasalahan buang air besar sembarangan (BABS) menunjukan rendahnya capaian akses jamban sehat. berdasarkan data dinas kesehatan kota Surabaya tahun 2019 dalam kurun tiga tahun terakhir kelurahan sidotopo yang menjadi urutan pertama mengenai permasalahan buang air besar sembarangan. Penelitian ini menggunakan metode kualitatif dengan pendekatan konstruksi sosial Peter L Berger dan Thomas Luckaman. Hasil penelitian ini menunjukan adanya konstruksi yang berbeda pada setiap individu dengan informasi yang mereka dapatkan. Pertama jamban pribadi tanpa septick tank  jamban yang  sehat dan kedua WC umum tanpa septic tank merupakan jamban yang sehat. Pengetahuan masyarakat Sidotopo menganggap jamban tanpa septic tank termasuk jamban yang sehat dan tidak mempengaruhi kesehatannya. Alasan masyarakat tidak membangun jamban sehat meliputi ekonomi, keterbatasan lahan dan lahan milik PT KAI.

Sidotopo is a village with the highest open defecation problem, including dumping its waste into the river. The high problem of open defecation (BABS) shows the low achievement of access to healthy latrines. Based on data from the Surabaya City Health Office in 2019, in the last three years Sidotopo has become the first place regarding open defecation problems. This study uses a qualitative method with the social construction approach Peter L Berger and Thomas Luckaman. The results of this study indicate that there are different constructions in each individual with the information they get. First, private latrines without septic tanks are healthy latrines, and second, public toilets without septic tanks are healthy latrines. Sidotopo community knowledge considers latrines without septic tanks are healthy and do not affect their health. Reasons for the community not building healthy latrines include the economy, limited land and land owned by PT KAI.
