IMPLEMENTASI PROGRAM ADIWIYATA DI SMP NEGERI 47 SURABAYA, KECAMATAN SAMBIKEREP, KOTA SURABAYA
IMPLELEMENTATION OF THE ADIWIYATA PROGRAM AT JUNIOR HIGH SCHOOL 47 SURABAYA, SAMBIKEREP SUB-DISTRICT, SURABAYA CITY
Permasalahan lingkungan hidup mendapatkan perhatian khusus dari beragam kalangan masyarakat, sebab kerusakan lingkungan hidup sebagian besar disebabkan karena ulah manusia itu sendiri. Sehingga, diperlukan suatu regulasi terkait membentuk pembiasaan sikap dan perilaku manusia guna memberikan suatu pengetahuan tentang isu permasalahan lingkungan dan pemahaman nilai-nilai lingkungan. Pada tanggal 21 Februari tahun 2006 Kementerian Lingkungan Hidup Republik Indonesia bersama dengan Kementerian Pendidikan Nasional Republik Indonesia untuk kali pertama bekerja sama mencanangkan program pendidikan lingkungan hidup yang disebut sebagai program sekolah adiwiyata. Namun bertepatan pada era modernisasi terdapat sejumlah pembaharuan serta penyesuaian kebijakan pendidikan lingkungan hidup secara nasional terkait pelaksanaan program Adiwiyata. Sehingga pada tahun 2019, resmi diperbarui menjadi Gerakan Peduli dan Berbudaya Lingkungan Hidup di sekolah, yang selanjutnya disebut sebagai (Gerakan PBLHS). Dikemas dalam bentuk Peraturan Menteri Lingkungan Hidup Nomor 52 Tahun 2019 tentang Gerakan Peduli dan Berbudaya Lingkungan Hidup di Sekolah.
Kota Surabaya salah satu kota yang dianggap mampu dan berhasil mengimplementasikan berbagai program kepedulian terhadap lingkungan, keberhasilan tersebut melibatkan peran dari elemen masyarakat dan Pemerintah Kota Surabaya, melalui Dinas Lingkungan Hidup (DLH). Bahwa terdapat salah satu sekolah yang telah mengimplementasikan budaya sekolah berwawasan lingkungan melalui Gerakan PBLHS yaitu SMP Negeri 47 Surabaya. Keberlangsungan Implementasi program adiwiyata di SMP Negeri 47 Surabaya terlaksana sejak tahun 2021 dan berhasil meraih penghargaan program Adiwiyata tingkat kota serta meraih juara 1 pada tahun 2022. Tetapi meski berhasil menjalankan program tersebut terdapat beberapa kendala antara lain, fasilitas sarana dan prasarana yang kurang memadai, ditemukan kerusakan bangunan gedung sekolah, terdapat beberapa warga sekolah yang membawa bungkus jajan plastik dari luar lingkungan sekolah dan belum mengerti terkait maksud dari pelaksanaan program adiwiyata.
Jenis penelitian ini adalah kualitatif dengan pendekatan deskriptif, sementara itu lokasi penelitian dilakukan di SMP Negeri 47 Surabaya berada di Jl. Lempung Perdana V No. 1-3, Kelurahan Lontar, Kecamatan Sambikerep, Kota Surabaya, Jawa Timur. Fokus dari penelitian ini yaitu Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Jenis sumber data yang digunakan yaitu primer dan sekunder. Teknik pengumpulan data dengan cara wawancara, observasi dan dokumentasi. Subyek penelitian Waka Humas SMP Negeri 47 Surabaya, Guru BK dan beberapa tim adiwiyata. Teknik analisis data yang digunakan untuk penelitian ini berupa pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian berdasarkan standar dan sasaran kebijakan sudah dapat dicapai oleh SMP Negeri 47 Surabaya terbukti dengan keaktifan warga sekolah dalam berpartisipasi melaksanakan aksi peduli lingkungan, menjaga kebersihan dan keasrian lingkungan sekolah dibuktikan dengan banyaknya jenis tanaman hijau yang tumbuh di sekeliling kawasan sekolah.
Dalam pelaksanaan program sekolah adiwiyata, tentu ditemukan beberapa kendala yang mempengaruhi. Kendala yang di hadapi oleh sekolah dan tim adiwiyata berupa adanya sejumlah peserta didik yang masih belum memahami tentang peduli terhadap lingkungan, namun untuk sumber daya manusia di SMP Negeri 47 Surabaya sudah cukup memadai. Sementara itu, terdapat kendala terbatasnya sumber daya anggaran yang mengakibatkan tidak dapat terpenuhi secara keseluruhan kebutuhan sarana dan prasarana ramah lingkungan sekolah. Faktor komunikasi yang dilakukan oleh pihak SMP Negeri 47 Surabaya terjaga secara baik kepada setiap stakeholder, sedangkan untuk kondisi ekonomi sekolah memiliki pengaruh yang signifikan yaitu sumber anggaran dana sekolah didapatkan dari hasil penjualan pupuk kompos, kejuaraan lomba dan olimpiade bahkan mendapat bantuan dari berbagai pihak terkait. Sedangkan, terkait disposisi implementor pihak sekolah sangat suportif dan merespon baik diadakannya program sekolah adiwiyata.
Adapun saran yang di anjurkan yaitu agar pihak sekolah melakukan kegiatan sosialisasi kepada warga sekolah mengenai program-program yang akan dikembangkan di sekolah serta terkait pengelolaan sekolah diharapkan lebih efektif, efisien dan transparan melalui penataan administrasi dengan pengorganisasian yang telah dibentuk. Serta meningkatkan kualitas dan kuantitas program kegiatan lingkungan, agar dapat meraih predikat Sekolah Adiwiyata Provinsi maupun Nasional.

Environmental problems receive special attention from various groups of society, because environmental damage is largely caused by human actions. Thus, regulations are needed related to shaping human attitudes and behavior in order to provide knowledge about environmental issues and understanding of environmental values. On February 21 2006, the Ministry of Environment of the Republic of Indonesia together with the Ministry of National Education of the Republic of Indonesia collaborated for the first time to launch an environmental education program called the Adiwiyata School Program. However, coinciding with the modernization era, there have been a number of updates and adjustments to national environmental education policies related to the implementation of the Adiwiyata program. So in 2019, it was officially updated to become the Environmental Care and Culture Movement in schools, hereinafter referred to as (PBLHS Movement). Packaged in the form of Minister of the Environment Regulation Number 52 of 2019 concerning the Environmental Care and Culture Movement in Schools.
The city of Surabaya is one of the cities that is considered capable and successful in implementing various programs that care for the environment. This success involves the role of elements of society and the Surabaya City Government, through the Environmental Service (DLH). That there is one school that has implemented an environmentally friendly school culture through the PBLHS Movement, namely SMP Negeri 47 Surabaya. Continuous implementation of the Adiwiyata program at SMP Negeri 47 Surabaya has been carried out since 2021 and succeeded in winning the city level Adiwiyata program award and won 1st place in 2022. However, even though the program was successful, there were several obstacles, including inadequate facilities and infrastructure, which were found damage to the school building, there were several school residents who brought plastic snack wrappers from outside the school area and did not understand the purpose of implementing the adiwiyata program.
This type of research is qualitative with a descriptive approach, meanwhile the location of the research was carried out at SMP Negeri 47 Surabaya on Jl. Prime Clay V No. 1-3, Lontar Village, Sambikerep District, Surabaya City, East Java. The focus of this research is Communication, Resources, Disposition and Bureaucratic Structure. The types of data sources used are primary and secondary. Data collection techniques using interviews, observation and documentation. The research subjects were the Deputy Head of Public Relations at SMP Negeri 47 Surabaya, the Guidance and Guidance Teacher and several Adiwiyata teams. The data analysis techniques used for this research include data collection, data reduction, data presentation and drawing conclusions. The research results based on policy standards and targets have been achieved by SMP Negeri 47 Surabaya as evidenced by the activeness of the school community in participating in carrying out environmental care actions, maintaining the cleanliness and beauty of the school environment as evidenced by the many types of green plants growing around the school area.
In implementing the Adiwiyata school program, of course there were several obstacles that influenced it. The obstacle faced by the school and the Adiwiyata team is that there are a number of students who still do not understand about caring for the environment, however the human resources at SMP Negeri 47 Surabaya are quite adequate. Meanwhile, there are constraints on limited budget resources which result in the school's environmentally friendly facilities and infrastructure being unable to be fully met. The communication factor carried out by SMP Negeri 47 Surabaya is well maintained with every stakeholder, while the economic condition of the school has a significant influence, namely the source of the school's budget is obtained from the sale of compost fertilizer, competitions and Olympics and even receives assistance from various related parties. Meanwhile, regarding the disposition of the implementers, the school was very supportive and responded well to the holding of the Adiwiyata school program.
The recommended suggestion is that the school carry out outreach activities to the school community regarding the programs that will be developed in the school and related to school management which is expected to be more effective, efficient and transparent through administrative arrangements with the organization that has been formed. As well as improving the quality and quantity of environmental activity programs, so that they can achieve the title of Provincial and National Adiwiyata School.
