This study analyzes the reserch gap, theoretical gap, and the gap phenomenon that occurs in the financial literacy index and financial inclusion proposed by the world research institutions that financial literacy and financial inclusion have a significant influence, but not with Indonesia which entering the industrial era 4.0. which impacts on welfare policies and the quality of financial inclusion. Hypothesis testing by using SEM PLS on 300 respondents consisting of professionals, employees, remote society, students, retirees, persons with disabilities, women, farmers and fishermen, migrant workers and prospective migrant workers, as well as MSMEs. The results of decisions in the selection of financial literacy index models, social capital, financial inclusion, and financial welfare with studies in Sidoarjo Regency in accordance with the assessment of the quality and success of the model assumptions. The financial literacy index model is measured using the dimensions of financial literacy, financial socialization agents, emotional intelligence, and spiritual intelligence, while the financial inclusion index model is measured using the dimensions of financial inclusion, financial literacy, and social capital. In contrast to the social capital index model measured using the dimensions of social capital and financial literacy, on the contrary, the financial welfare index model is measured using the dimensions of financial welfare, social capital, and financial inclusion . The contribution of this research can be used as an alternative form of policy for measuring financial literacy index and financial inclusion in the industrial era 4.0 for a more Indonesian Indonesia.
