Penelitian pengembangan instrumen penilaian tes soal pilihan ganda berbasis HOTS ini bertujuan untuk mengetahui pengembangan instrumen penilaian, kualitas pengembangan instrumen penilaian dan keterampilan berpikir tingkat tinggi peserta didik yang dinilai dari hasil pengerjaan tes. Penelitian ini merupakan jenis penelitian Research & Development (R&D) dan menggunakan model pengembangan 4D yang terdiri dari beberapa tahap yaitu pendefinisian (define), perancangan (design), pengembangan (develop) dan penyebaran (disseminate). Namun model pengembangan pada penelitian ini dimodifikasi menjadi 3D jadi hanya sampai pengembangan (develop), karena hanya ingin menguji cobakan pada subjek tertentu saja. Subjek penelitian berjumlah 70 peserta didik kelas X OTKP SMK Negeri 1 Lamongan.
Hasil penelitian menunjukkan bahwa penelitian ini menggunakan model pengembangan 4D yang dimodifikasi menjadi 3D dengan tahap pendefinisian, perancangan dan pengembangan. Kualitas instrumen penilaian berbasis HOTS oleh ahli materi diperoleh persentase 100% dengan kriteria sangat kuat, oleh ahli evaluasi diperoleh persentase 89% dengan kriteria sangat kuat, dan oleh ahli bahasa diperoleh persentase 62% dengan kriteria kuat. Sebanyak 25 soal (83%) valid dan 5 soal (17%) tidak valid. Nilai koefisien reliabilitas adalah 0,666 dengan kriteria tinggi. Dari tingkat kesukaran soal, 7 soal (23%) mudah, 22 soal (74%) sedang, dan 1 soal (3%) sukar. Dari daya pembeda soal, 14 soal (47%) sangat baik, 12 soal (40%) baik, 3 soal (10%) cukup, dan 1 soal (3%) kurang baik. Dari tingkat pengecoh soal, 20 soal (67%) beberapa pengecoh berfungsi baik dan 10 soal (33%) semua pengecoh berfungsi dengan baik. Dari 30 soal diambil 25 soal yang terbaik berdasarkan nilai valid. Dari keterampilan berpikir tingkat tinggi peserta didik, 6 peserta didik (9%) sangat baik, 18 peserta didik (26%) baik, 45 peserta didik (64%) cukup, dan 1 peserta didik (1%) kurang. Jadi keterampilan berpikir tingkat tinggi peserta didik kelas X OTKP SMK Negeri 1 Lamongan memiliki frekuensi tertinggi 45 peserta didik (64%) dengan kriteria cukup.

The research development of HOTS-based multiple choice test assessment instrument aims to find out developing assessment instruments, the quality of the development of assessment instruments and the high-level thinking skills of students assessed from the results of the test work. This research is a type of Research & Development (R&D) research and uses a 4D development model that consists of several stages, namely defining, designing, developing and disseminating. However, the development model in this study was modified to be 3D so it only developed, because it only wanted to test it on certain subjects. The research subjects were 70 students of class X OTKP SMK Negeri 1 Lamongan.
The results showed that this study used a 4D development model that was modified to 3D with the stages of defining, designing and developing. The quality of HOTS-based assessment instruments by material experts obtained a percentage of 100% with very strong criteria, by evaluation experts obtained a percentage of 89% with very strong criteria, and by linguists obtained a percentage of 62% with strong criteria. 25 questions (83%) are valid and 5 questions (17%) are invalid. The reliability coefficient value is 0.666 with high criteria. From the difficulty level of the questions, 7 questions (23%) are easy, 22 questions (74%) are moderate, and 1 question (3%) is difficult. From the power of distinguishing questions, 14 questions (47%) are very good, 12 questions (40%) are good, 3 questions (10%) are enough, and 1 question (3%) is not good. From the question deception level, 20 questions (67%), several deception functioned well and 10 questions (33%) all deception functioned well. Of the 30 questions taken 25 of the best based on valid values. Of the high-level thinking skills of students, 6 students (9%) are very good, 18 students (26%) are good, 45 students (64%) are sufficient, and 1 student (1%) is lacking. So the high-level thinking skills of class X OTKP students of SMK Negeri 1 Lamongan have the highest frequency of 45 students (64%) with sufficient criteria.
