APLIKASI QLUE SEBAGAI MEDIA PARTISIPASI PUBLIK DALAM PROSES PENGAWASAN KEBIJAKAN DI PROVINSI DKI JAKARTA

QLUE APPLICATION AS PUBLIC PARTICIPATION MEDIA IN POLICY SUPERVISION PROCESS IN DKI JAKARTA PROVINCE

Daerah Khusus Ibukota Jakarta (DKI Jakarta) sebagai ibukota Negara Republik Indonesiamenduduki tingkat urbanisasi tertinggi di dunia. Hal tersebut menjadikan DKI Jakarta satu-satunya kota di Indonesia yang memiliki status setingkat provinsi. Jumlah penduduk yang banyak pasti diiringi dengan berbagai permsalahan yang menyertai. Demi menyikapi permasalahan tersebut Pemerintahan DKI Jakarta membuat Aplikasi Qlue untuk mempermudah masyarakat memberikan laporan akan masalah yang terjadi di DKI Jakarta. Penelitian ini bertujuan mengetahui langkah Pemerintah Provinsi DKI Jakarta dengan meluncurkan Aplikasi Qlue sudah sesuai konsepsi Smart City yang menjujung tinggi konsep Networked Governance. Metode penelitian yang digunakan adalah penelitian pustaka, dimana pengumpulan data menggunakan referensi seperti buku, jurnal dan sumber literatur lain sebagai data primer. Hasil penelitian menunjukkan aplikasi Qlue merupakan aplikasi yang didasari olehkonsep New Public Management (NPM). Pemerintah DKI Jakarta melakukan transformasi dari Traditional Public Management yang didasari oleh inisiatif pemerintah (top- down), menjadi konsepsi bahwa pemerintah merupakan produsen barang dan jasa serta masyarakat merupakan konsumen. Titik berat dari aplikasi Qlue ini lebih pada melayani komplain masyarakat sehingga meningkatkan kepuasanmasyarakat (public satisfaction). Dengan adanya aplikasi, masyarakat dapat melakukan komplain dengan cepat tanpa menghadapi birokrasi yang berbelit-belit

The Special Capital Region of Jakarta (DKI Jakarta) is the capital city of the Republic of Indonesia with the highest urbanization rate in the world. This makes it the only city in Indonesia that has a provincial-level status. The large number of people must be accompanied by various problems that accompany it. To fix this problem, the DKI Jakarta Government created the Qlue Application to make it easier for the public to report problems that occurred in DKI Jakarta. This study aims to determine the steps of the Provincial Government of DKI Jakarta with the launch of the Qlue application that is in accordance with the Smart City concept which upholds the concept of Networked Governance. The research method used is library research, where data collection uses references such as books, journals and other literature sources as primary data. The results show that Qlue is an application based on the New Public Management (NPM) concept. The DKI Jakarta Government is transforming from Traditional Public Management based on government initiatives (top-down), the concept that the government is the producer of goods and services and the community is the consumer. The emphasis of the Qlue application is more on serving public complaints so as to increase public satisfaction.
