STUDI FENOMENOLOGI TENTANG PANDANGAN "SOSOK MULIA" TERHADAP FENOMENA PENGEMIS DI KOTA SURABAYA

PHENOMENOLOGICAL STUDY OF THE "NOBLE FIGURE" VIEW OF THE BEGGAR PHENOMENON IN THE CITY OF SURABAYA

Tujuan penelitian ini untuk mendeskripsikan pandangan “sosok mulia” terhadap fenomena pengemis di Kota Surabaya yang ditinjau dari perspektif fenomenologi. Penelitian ini menggunakan pendekatan kualitatif dengan desain penelitian fenomenologi. Fokus penelitian ini adalah pandangan sosok mulia terhadap pengemis yang mampu dan pandangan sosok mulia terhadap pengemis yang tidak mampu. Hasil penelitian menunjukkan bahwa bahwa pandangan sosok mulia terhadap pengemis yang mampu termasuk dalam kategori pengemis yang malas, tidak mau berusaha, tidak kenal malu, melanggar aturan atau nilai yang berlaku dalam masyarakat. Hal itu karena menurut mereka, pengemis ini keluar dari definisi pengemis yang dimaksud oleh kebanyakan orang. Sedangkan pada pandangan sosok mulia terhadap pengemis yang tidak mampu, mereka memaklumi mereka jika mengemis terlepas pengemis ini telah melanggar kebiasaan masyarakat setempat untuk jangan mengemis. Hal tersebut karena menurut sosok mulia mereka dalam keadaan terpaksa. Pengemis ini akan kesulitan dalam bekerja sebab tenaga dan tingkat produktivitas yang tidak mumpuni, sementara ada kebutuhan yang harus dipenuhi.

The purpose of this study is to describe the view of "noble figures" towards the phenomenon of beggars in the city of Surabaya in terms of phenomenological perspective. This study used a qualitative approach with phenomenological research design.The focus of this research is the noble figure's view of capable beggars and the noble figure's view of incapable beggars. The results show that the noble figure's view of capable beggars is include in the category of beggars who are lazy, unwilling to try, shameless, violate the rules or valuesthat apply in society. That's because in their opinion, this beggar is out of the definition of beggar that most people mean. While in the view of noble figures towards beggars who are not capable, they excuse them if begging apart these beggars have violated the local people's custom not to beg. This is because, according to a noble figure, they are in a state of force. These beggars will find it difficult to work because the energy and productivity levels are not qualified, while there are needs that must be fully.
