Transformasi digital dalam pelayanan publik merupakan proses perubahan mendasar yang mengintegrasikan teknologi informasi ke dalam sistem administrasi pemerintahan guna menciptakan pelayanan yang lebih cepat, efisien, transparan, dan akuntabel. Dalam konteks tersebut, penerapan sertipikat tanah elektronik menjadi salah satu inovasi penting yang dikembangkan oleh Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) sebagai langkah modernisasi layanan pertanahan. Implementasi kebijakan ini diatur melalui Peraturan Menteri ATR/BPN No. 3 Tahun 2023 tentang penerbitan dokumen elektronik dalam kegiatan pendaftaran tanah, yang bertujuan menggantikan sertipikat fisik berbasis kertas dengan dokumen digital yang aman, mudah diakses, dan mendukung prinsip good governance. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, yang berfokus pada analisis proses implementasi, faktor pendukung dan penghambat, serta dampak penerapan sertipikat tanah elektronik terhadap peningkatan kualitas layanan pertanahan. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi di Kantor Pertanahan Kabupaten Tulungagung, kemudian dianalisis dengan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa penerapan sertipikat tanah elektronik memberikan kemajuan signifikan dalam efektivitas dan transparansi layanan publik, khususnya dalam mempercepat proses administrasi dan memperkuat keamanan data melalui sistem digital. Namun, pelaksanaannya masih menghadapi beberapa kendala, seperti keterbatasan infrastruktur jaringan di wilayah pedesaan, rendahnya literasi digital masyarakat, serta keterbatasan sumber daya manusia di bidang teknologi informasi. Meskipun demikian, inovasi ini mendapat apresiasi positif dan menjadi wujud nyata komitmen pemerintah daerah dalam mendukung visi nasional Digital Melayani dan prinsip good governance. Keberhasilan transformasi digital layanan sertipikat tanah elektronik di Kabupaten Tulungagung sangat ditentukan oleh sinergi antara kesiapan kelembagaan, dukungan infrastruktur teknologi, dan partisipasi aktif masyarakat. Temuan ini diharapkan menjadi rujukan dalam pengembangan inovasi pelayanan publik berbasis digital di sektor pertanahan, sekaligus memperkuat sistem administrasi agraria yang transparan, efisien, dan berkeadilan.

Digital transformation in public services is a fundamental process of change that integrates information technology into government administration systems to create faster, more efficient, transparent, and accountable services. In this context, the implementation of electronic land certificates is a key innovation developed by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) as a step to modernize land services. The implementation of this policy is regulated by Ministerial Regulation No. 3 of 2023 concerning the issuance of electronic documents for land registration activities. This policy aims to replace paper-based physical certificates with digital documents that are secure, easily accessible, and support the principles of good governance. This research uses a descriptive method with a qualitative approach, focusing on analyzing the implementation process, supporting and inhibiting factors, and the impact of the implementation of electronic land certificates on improving the quality of land services. Data were collected through interviews, observations, and documentation at the Tulungagung Regency Land Office, then analyzed using the interactive model of Miles and Huberman. The research results show that the implementation of electronic land certificates has significantly improved the effectiveness and transparency of public services, particularly in accelerating administrative processes and strengthening data security through digital systems. However, its implementation still faces several obstacles, such as limited network infrastructure in rural areas, low digital literacy among the public, and limited human resources in the field of information technology. Nevertheless, this innovation has received positive appreciation and is a concrete manifestation of the local government's commitment to supporting the national vision of Digital Serving and the principles of good governance. The success of the digital transformation of electronic land certificate services in Tulungagung Regency is largely determined by the synergy between institutional readiness, technological infrastructure support, and active community participation. These findings are expected to serve as a reference in the development of digital-based public service innovations in the land sector, while simultaneously strengthening a transparent, efficient, and equitable agrarian administration system.
