The process of land exchange swap for Gayam village treasury in the construction of PT. Exxon Mobil Cepu Ltd runs for a long time. Based on data that I got from the office of the village head of Gayam and from the Bojonegoro district government, the village cash land swap process took place in 2012 until 2018, then how was the gayam village land cash swap procedure with PT.Exxon Mobil Cepu Ltd (EMCL) and what the obstacles in the process of swap. The purpose of this study was to determine whether the village treasury land swap procedure was in accordance with statutory regulations, and to find out the obstacles in the implementation of village cash land swap with PT. Exxon Mobil Cepu Ltd (EMCL). This research uses sociological juridical research methods, and the source of the data used is the results of interviews with informants relating to the problem being studied, and data obtained from other library materials. Data will be analyzed by qualitative analysis. Based on data analysis, the village cash land swap process took a very long time because there were several obstacles, namely the determination of compensation that took a long time so that the land was leased and utilized without an IUP. In addition, the Bojonegoro district government experienced difficulties in finding replacement land for the Gayam village treasury land, an agreement to amend the law as a guideline in the Gayam village treasury land swap process. Suggestions for the Bojonegoro government to impose sanctions on EMCL for utilizing the land in the village treasury land prior to the issuance of IUP, then in the case of land compensation the Bojonegoro government should be able to find replacement land of equal value and the replacement land does not have to be in the village of Gayam but may located in another sub-district directly opposite the Gayam sub-district. In addition, in the provision of compensation the district government continues to be guided by Law Number 2 of 2012 because it is more specific in regulating the event.
